We have had a previous request for service from 218 Winding Hollow that is the same request. The storm
drain system stops at the flood plain line that is directly behind the residence. From that point it is an open
drainage ditch about 100'to Cottonwood Creek. Each time we get a heavy rainfall that makes the creek
leave its banks, the ditch receives erosion/debris deposits. The homeowners perform considerable
maintenance within the flood plain that helps keep the buildup from accumulating faster but the fines still
settle in the grass. The standing water, that is the reason for the complaint, is a pool formed by the almost
daily run-off at the end of the pipe. This pool is fed from irrigation running into the surrounding street curb
inlets.
It has been our policy that the homeowners are responsible for maintaining drainage easements that do
not contain improvements such as storm sewer pipe, head walls, flumes, etc.
