REF: City of Dallas Contract
I received both Mr. Jackson's letter of May 23rd and your
memo of April 23rd and agree that the contract needs some
clarification; however, I think to put things into
perspective, we should review the City of Coppell's purpose
in attempting to obtain this agreement from the City of
Dallas.
In 1987, we presented a proposal from Mr. Schrader to
Councilmembers. Mr. Schrader's proposal was that if he
could obtain the City of Dallas' participation in the cost
of widening Beltline Road, the City of Coppell would be
ahead. Presently, we have no control over this section of
Beltline and are at the mercy and descretion of the City of
Dallas as to when, or if, this section would be improved.
Mr. Schrader's proposal also provides for the disannexation
of the roadway to the City of Coppell.
In summary, this contract seems to me to be almost entirely
in favor of our City. Any cost participation is certainly
in Coppell's best interest and in addition, we gain control
of the roadway.
Also, for the record, Mr. Schrader's contract is entirely a
contingency contract and he is only paid if the City of
Dallas agrees to these general terms.
