Dear Mr. Bruce:
Enclosed is a revision of the draft inter-city cooperative
agreement - transmitted to Cliff Keheley on July 20, 1988 -
for the improvement of Belt Line Road from Denton Tap Road to
MacArthur Boulevard by the cities of Coppell and Dallas.
This draft and revision retains its similarity to the model
provided by the City of Dallas, City of Duncanville, Dallas
County agreement for the improvement of a segment of Clark
Road, while reflecting the staff response to the previous
proposed draft.
It is an agreement:
I. to share the cost of cooperatively -
* determining the right-of-way alignment and preparing
surveys and field notes for any needed temporary or
permanent right-of-way;
* preparing engineering plans and specifications for
construction;
* providing a plan and engineering plans for adjustment/
relocation of all utilities to accommodate construction
of the improvements;
* developing estimates of the cost of the project;
* preparing estimates of assessments against adjoining
benefiting property; and,

2. anticipating the sharing of the cost of construction of
the improvements on a corresponding cost-shared basis
when needed financing is arranged by the two cities.
Plans for the improvement of the segment of Belt Line Road
east of MacArthur Boulevard are progressing at a rate making
the planning for the improvement of this segment of Belt Line
Road highly desirable. I, therefore, ask your consideration
of the revision at your earliest possible date.
After you have had an opportunity to do so, I suggest that we
discuss it. In the meantime, if you or your staff need
additional .information or elaboration on the draft, please
