STAFF COMMENTS:
On February 6, 1996, five bids were received and opened for the 1996 Pavement Replacement
Program. The low bidder was Abcon Paving. Abcon Paving has since completed that project. However,
the contract with Abcon Paving included provisions for the City Council to extend the contract for a one -
year period with a maximum number of four extensions. The contract also provides a mechanism for the
contractor to request a price redetermination based upon direct cost increase, wage and labor rate
increase, etc. Council approved a $9.00 per square yard increase last year for the 1997 Street Repair
Program This was based on an increase in concrete and labor costs in the previous year. The $9.00 per
square yard increased the total price per square yard to $52.50. At the time of bid, the next low bidder to
Abcon Paving was at $52.40. The original bid assumed the contractor would pour six inches of concrete
over eight inches of base material for street repairs. We have identified a project that will require eight
inches of concrete (Royal Lane). Abcon has submitted an acceptable quote of $54.90 per square yard in
the attached letter.
Because Abcon Paving was responsive and performed an excellent job for the City of Coppell in 1996
and 1997, and because their price remains competitive, if not lower than what an open bid would provide
to the City of Coppell, my recommendation is for the City Council to extend Bid Q- 0196 -01 in an amount
not to exceed $80,000.00 for the 1998 Pavement Replacement Program
Staff will be available to answer questions at Council meeting.

We are pleased to inform you that it is the City of Coppell's intent to offer you an extension on your Street
Repair Project based on your original bid of $43.50 per square yard (Bid No. Q- 0196 -01), plus the
approved "Price Redetermination" of $9.00 per square yard approved May 27, 1997.
Tentatively, the projects listed below will be scheduled and work will be performed in accordance with our
existing contract in priority order.
Moore Road immediately north of Sandy Lake 420 sq. yds.
Moore Road across from Indian Rock 106 sq. yds.
Freeport north of I -635 33 sq. yds.
Royal Lane at Creekview 808 sq. yds.
The offer of this extension is predicated upon the City of Coppell Council approval. Upon approval, you
will be given notice to proceed immediately.
