TransSystems Corporation 500 W. 7th Street, Suite 600, Postal Unit #20 Fort Worth, Texas 76102-4773 RE: Bethel Road ST 99-05 Fee Request for Additional Work Dear Mr. Bond: We reviewed the revised fee request for additional design work associated with the Bethel Road plans and do not agree with some of the fees. The design of a drainage system to convey runoff from the DFW Airport property was a major consideration in structuring the design agreement for Bethel Road. The scope of services under the Hydraulic Investigation included the preparation of three alternate designs for regional storm water detention, a recommended solution for storm water detention, and the design of channel improvements for Stream G I to the structure located at Coppel1 Road. It was agreed upon that Alternate I of the Drainage Report dated May 30, 2002 was the best solution for storm water detention. In addition to the storm drain for the improved roadway, Alternate I provided for three additionaI5'xlO' box culverts from Freeport Parkway to the USPS channel, culvert improvements at Bethel Road and Grapevine Creek, and open channel improvements from Freeport to Coppel1 Road. The design of the channel improvements was delayed until the City Council approved a variance to the Subdivision Rules and Regulations. On December 19, 2002 your firm was given written authorization to proceed with the design of these improvements. The City realized that Bethel Road could not be constructed without improving the existing drainage system for Stream G 1. We contend that the design of the three additional box culverts (Minyards property), channel improvements (Freeport to Coppel1 Rd.) and the box culverts (Bethel Road Crossing) was part of the original scope of services. These improvements are part of the recommended channel improvements for Stream GI, from the DFW Airport property to Coppel1 Road. We understood the statement in the letter accompanying the original fee proposal to refer to the existing drainage channel in front of the Post Office. The design of modifications to this channel was not necessary for storm water detention. We feel that the fee request should be revised downward in the amount of $10, 830.00 to exclude the design of the above mentioned improvements.
