Mr. Phy:
On March 18, 2003, you faxed me an approval letter for the Assured Self Storage project at 1751 E.
Beltline Road in Coppell.
Ronald Valk, the owner of the development, began construction prior to having any approved plans,
permits, or an erosion control plan. During the work, a significant amount of dirt and spoil was pushed
into the floodplain which is within the Irving Flood Control District's jurisdiction. Mr. Valk has since
ceased to do any work until the civil plans have been approved and permitted by the City of Coppell.
Mr. Valk has been made aware of this violation and has been instructed to return the area to its original
condition once all of the proper permits have been obtained. This fax serves to inform you of the
violation.
I have also attached a letter to Mr. Valk and an e-mail sent to a TCEQ representative notifying them of
the situation.

Mr. Isbell:
You may want to check out an overzealous contractor we have in Coppell. He went and graded his site
before putting up any silt fencing and without having a permit of any kind from the city. The site is located
at 1751 E. Beltline Road in Coppell. It is surrounded entirely by floodplain and he pushed quite a bit of dirt
into it. Today he did put the silt fencing up but it isn't installed properly and he didn't remove the dirt from
the floodplain. 1 just thought you may want to be aware of the situation. If you have any questions, please
