The City received eighteen RFQ's for the design of Sandy Lake Road and the accon:,?anying 24" water transmission line. To evaluate the RFQ's, a panel was assembled that consisted of Steve Goram, Director of Public Works, Gary Sieb, Director of Planning and Community Services, Mike Martin, Graduate Engineer, Jim Ragsdill, Purchasing Agent, and myself. The panel independently reviewed all eighteen RFQ's. During the review of the RFQ's, the panel focused on the six areas listed in the scope of services under the evaluation criteria. Those areas were: 1. Understanding of the project. 2. Ability to complete the project in a timely manner. 3. Qualifications of personnel assigned to the project. 4. The type of services proposed. 5. The firms prior experience with projects of this type. 6. The City's past experience with this firm. 'i'ne City ',also considered a cau;gory entitled "Other" that included zr;y slx~c. ific feature of the RFQ that was unique and/or outstanding. On April 271h, the panel sat down as a group to jointly talk about all eighteen RFQ's. The panel used a quantifiable approach to determine the top four firms. The City was extremely pleased that your firm chose to participate in this RFQ, however your firm is not currently being considered for the design of this project. The four firms that the City has scheduled for a face to face interview are Carter & Burgess, Huitt-Zollars, Rady & Associates and Weir & Associates. The City anticipates starting contract negotiations with one of the four firms sometime near the middle of May and finalizing contract negotiations near the end of May. Again, the City ag, preciates your interest in the design of the Sandy Lake Road Project a:~d :he accompanying 24" water transmission line. Sincerely, Kenneth M. Griffin, P.E.
