RE: Coppell Gateway Public Improvement District (PID)
Dear Mr. Culver:
I am writing to request that you prepare an opinion of counsel relative to planned infrastructure
improvements to be constructed by Catellus within the "Coppell Gateway Public Improvement
District ".
Attached is a print which illustrates, highlighted in green, the location of proposed storm drainage
facilities to be designed and constructed in compliance with City of Coppell specifications, within
the "Coppell Gateway Public Improvement District ". Albert Halff & Associates is the consulting
engineer on the project and has estimated the total cost excluding engineering and design to be
approximately $400,000, with an estimated construction schedule beginning June 1 of three (3)
months . Please provide your legal opinion confirming that the design and construction of the
proposed drainage facilities qualify as "Authorized Improvements" as defined in the Public
Improvement District Act. Please also opine that funds from the PID are available for 100% of the
design and construction costs for such work.
