On January 3, 199'7, I was visited by the F-nvironmeatal health ar, Perri A. Kitties, and one of her subordin-
ates Mr, Raymond. They met with me at l &49 Beltline. This is~ property L have leased for a 5 year teat¢e from
John Robinson, the owner. i felt our meeting west very wetk The issues and concerns that Ms. Kitties lxattght to
my attention all found me to be under camptia+tce. She was st~e to see first hand that my horses were getting the
love and attention they needed to stay and look healthy.
Ms. Kitties, did request that I have at least }/3 acrcper aduk hose, as per the City Code Sec. 9-1-21 (B). I toldher
that T would make sere that I would comply .rich any City Code~~tt}rat needed to be met. And that Iwould mskG-sure
that we would always have a goad working relauaoship, betvnx~ raystlf and the City of CoppetT. Her response
was very positive.
It bocame quite evident though, that she didn't mean a word she(said. because by Monday, January 6th, 1947, I
was noti5ed by Mr. Raymond, that I ttetcfedto pick a lettert~ Ills, Kittle'shad left for tine st her oH'ice. I took

I have made sure that I complied with alF the City Cedes. I have attained an Attorney to make sure that I am~ot
going to be harasses!. F'm a citizen of the Cityof Coppell, arid ~ citizen of this gear country. I'in s Hispanic by
heritage and as a minority citizw, 1 would thinJt that the City Coppell, would be hapefu} and appreciative that
an individual like myself, should succeed in a Iota} business. } fmd myself having the doors closod in my

1997. He said, he would get back with me witl~ut a few days. l~ waited for over 30 days. I finally, decided to go to
his office and Srtd out why he hadn't gotten back with me.
He stated, that, be was told by an ofJiciaT with the Animal Corttgo} Tkpt-, that because I was sent a litter asking me
to remove my horses, that, I wouldn't be allowed water services! He continued by saying, that he was told thm if
the water level of the river ever arose and floodod the acreags I ~ras leasing. that the horse mamas would
contaminate the river. Even his own subordinates frowned as ~ gave his reas® for not providing water tame.

Dear Mr. Carrales:
As per our conversaertn wheremyoular~ currentlywkeepingtsixe

quarter horses is located in the fl ad plain. After speaking
with the City's Engineering Departm t regarding your location,
it was brought to my attention that no additional fencing other
than the fencing surrounding the vo7~l~h~astallarthatsyou erected
on that particular site. Therefore,
on the east side of the existin~,.stx~ucture need to be taken down
and removed.
At this time fencing cannot be erected on any portion of the
property you are leasing. Additionally, if fencing were to be
allowed in the flood plain, it woul have to be break-a-way
fencing, and would not be suitable ~or containing large
livestock.
Flease remove the stalls aad six hoYSes currently occupyin5 the
property at 1849 East Beltline Roads Coppell, Texas, by January
31, 1997. If you have any question regarding this matter,
