RE: Discussion and consideration of the conceptual design of Sandy Lake Road from
MacArthur Bivd. to Denton Tap (ST 93-02) and gaining Council consensus to
proceed with the preliminary plans.
Date: November 1, 1993
On June 22, 1993, City Council approved a contract with Rady and Associates for the design
of Sandy Lake Road from MacArthur Blvd to Denton Tap Road. The firm of Rady and
Associates has completed the conceptual design of Sandy Lake Road. The conceptual design
basically lays out the alignment, the median openings, and the access to adjacent properties.
The City has held two public meetings concerning Sandy Lake Road. The meetings were held
on September 23rd and 30th, 1993. There were 74 people present at the first meeting and 78
people at the second meeting. There were 157 notices sent out to adjacent property owners and
to presidents of Homeowners Associates. Also, the public meetings were advertised in the three
local newspapers. There were 42 people who attended both meetings.
The first meeting basically revolved around the landscaping opportunities associated with Sandy
Lake Road and the second meeting centered on the alignment of Sandy Lake Road and the access
to adjacent properties. Several changes were incorporated into the conceptual design based on
public input from the meetings so long as the incorporation did not sacrifice the integrity of the
project and/or compromise sound engineering practices.
The current status of the project is that we are seeking Council consensus on the conceptual
plan. Once that has been granted, the firm of Rady and Associates will begin the preliminary
design. The preliminary design will be a more detailed look at Sandy Lake Road which will
include preliminary locations of utilities, preliminary right-of-way needs, proposed grades and
cuts associated with the vertical alignment of Sandy Lake Road, etc. Once the preliminary plans
have been designed, an additional series of public meetings will be held to gather input on the
preliminary plans.
This project is on schedule and with construction funding and the acquisition of the necessary
right-of-way this project could go to construction in early 1995. Included with this agenda item
is a drawing showing the locations of the proposed medians and the adjacent streets to Sandy
Lake Road. It is important to note that every attempt has been made to provide as many median
openings as possible to the adjacent streets. However, there are instances where median openings
could not be provided. The attached drawing shows various routes that could be taken by a
resident to get to and from their property.
Staff will be available to answer any questions concerning the conceptual plan.
