Ken Griffin, City of Coppell Steve Goram, City of Coppell PURPOSE Med ian ooenina /Drive /S S Dedication DISCUSSION The following is our understanding of the subject matter covered in this conference; if this differs with your understanding, please notify us. • Bill Winkelmann reviewed brief history of the property and the responsibilities of Dick Wilke (manager of asset) and Winkelmann & Associates as consultants for Lomas Financial (current owner of majority of pad sites). • Agenda for meeting was to discuss items in our letter of 8/12/92 - Belt Line median break and left turn lane at west property line - Mutual drive at tract A and pad D - Sanitary sewer collection line between pads dedicated to city • Referred and reviewed City's 10/6/92 letter response to our 8/12/92 letter • Mutual Drive - The city concurred that the mutual drive appeared to be a good idea and would support. That location could not be guaranteed until site plan submitted and approved. • Belt Line Left Turn - Winkelmann & Associates advised city of guidelines used in preliminary layout attached to 8/12/92 letter (370' nose to nose) - The city has revised guidelines which require median opening spacing to be 410' nose to nose - The city desired opening moved to west and get access easement through Billingsley site. The problem with that is coordination, easement, timing, etc. - The Billingsley site is huge and will qualify for other median breaks further west - The City requested Winkelmann & Associates, Inc., to show the proposed fire lanes on an overall master plan of pad sites 12800 Hillcrest Rd., Suite 200 Dallas, Texas 75230 (214) 490 -7090 Fax (214) 490 -7099 Conference Memorandum — ^ alley Ranch Plaza Page 2 January 8, 1993 - We all agreed that a drive from the pad site to Belt Line Road would help access and relieve traffic at the existing MacArthur median opening and for that reason, the next pad development will probably require an access drive connection to Belt Line .Road The city will review the Winkelmann & Associates layout and provide a response so that Mr. Wilke can properly advise potential purchasers of property as to access • Public Utilities Sanitary Sewer - The City says existing 6" sanitary sewer line is substandard. The developer (Dunning) knew it was substandard, but elected to construct as private line per City Lomas is financial company, not a developer and does not and probably will not properly maintain utilities. Therefore, we requested City to consider accepting dedication Lomas willing to pay to test line (TV), repair and provide one year maintenance bond City requested overall master plan. The City will then review and make decision Water - System plan as combination of meter and taps to MacArthur 12" line and a private loop line between pads with a master meter - Currently Wendy's on meter on MacArthur and Goodyear on private line Lomas requests dedication of loop line in easement to City with individual meters to each pad.
