Dear Mr. Mears:
Halff Associates has reviewed your November 24, 1997 letter containing review
comments for our preliminary design submittal dated November 27, 1996. Based on the
County's letter dated March 5, 1997 to the City of Coppell, and our understanding your most
recent letter, Halff Associates is proceeding with preparation of the final construction documents.
All comments received to date will be incorporated into the final documents.
Due to the amount of time which has lapsed since our last submittal, we have also
reviewed the current status of the project and developed a schedule to produce final construction
documents. We estimate the final design submittal containing plans, specifications, cross-
sections, Right-of-Way documents, and cost estimates will be submitted on May 30, 1998.
However, the following items must be resolved in order to meet this schedule.
Based on the history of the project and the review comments, Halff Associates requests
an amendment in the amount of $ 14,500.00 to our current contract with Dallas County to
complete the project. We believe the request is justified for the following reasons;
1. Several items of Work have been incorporated into the project which were not anticipated
during fee negotiations. These include:
a) Intersection pavers - Several different configurations have been received and
incorporated into the plans. - Cost to revise: $1000
b) Free right-mm lanes - A request for free right turn lanes at the intersections of
Moore Road and Mockingbird Lanes with Belt Line Road was made after the
approval of the alignment study. Several configurations were investigated and
discussed with the County. - Cost to revise: $4000

c) Modifications to the RR crossing or RR signalization at Moore Road and
Mockingbird Lane were not anticipated prior to beginning the work. The work
became necessary with the addition of the free right turn lanes. -
Cost to revise: $2500
d) A free right-turn lane on westbound Belt Line Road at MacArthur Blvd was added
to the project after work began. This work required additional field work since it
was outside the limits of the project. Additional design effort was also required. -
Cost to revise: $3000
2. The County's November 24, 1997 review letter and redline plans request that Line B be
redirected to connect to Line C. Previous direction (Reference Dallas County letter dated
March $, 1997 to the City of Coppell) given to Halff Associates was to outfall Line B to
an existing 10-foot drainage easement. Redesign of Lines B and C will be required to
accommodate the requested revision, o Cost to revise: $4,000
We believe the request for additional compensation is warranted given the history of the
project and the request for additional work. We request that Dallas County review these issues
and look forward to a favorable response. Please call at your convenience if you have any
