These drawings also show a side view of the tower. I am also enclosing a partial plat showing the tract being rezoned. The question as to whether our tower is setback far enough from Agricultural is not an issue. As you can see on the plat there is a tract of land over 200 feet in width lying in between the Staton land and the Agricultural district. Our proposed site is currently located approximately 70 feet West of the East boundary line of the Staton property. Our construction department has advised that they may be able to configure the site to be narrower and longer and move it East to the property line. Moving the site to that point will accomplish two things: 1) It will move the monopole to a point where it should be more shielded from view, and 2) It will take up the space that will be landlocked by our tower anyway. If this idea is approved by the landowner we will submit a new site plan. However, as we have previously discussed, I would prefer to wait until after the Developmental Review Meeting before submitting a new site plan so we can make any additions or changes all at once. If this is not acceptable, please let me know. I am also aware that if the site is moved we will need to supply a legal description of the new site with enough time to allow for notices to be sent out. JURISDICTION: City of Coppell, Texas LOCATION: SH 121 and Coppell Road SITE NO: Nextel Site No. T-168A SITE NAME: Grapevine Lake INTRODUCTION: Nextel of Texas, Inc. is authorized by the Federal Communications Commission (FCC) to construct and operate the first fully digital mobile radio system in the United States, along with a new wireless mobile phone service integrating digital cellulaz, instant conferencing and paging. In order for this system to operate properly in the Dallas/Fort Worth area it will be necessary to construct 66 telecommunications facilities, one (1) of which will need to be located in the City of Coppell. Nextel has reached an agreement with the landowner of those lands described on the attached Exhibit "A", and as shown on the Site Plan submitted herewith, and is requesting that a Special Use Permit be granted for a telecommunications facility as described below. PROJECT DESCRIPTION: The proposed site is on a 50' x 50' pazcel of land land located approximately 1,000 feet from the intersection of SH 121 and Coppell Road. This 50' x 50' compound will house a 120 foot monopole with three (3) 15 feet omni whip antenna attached and a 10' x 20' x 10' equipment shelter. The monopole will be designed to accommodate 2 carriers, and Nextel certifies that it does hereby offer said facility to a second carrier on a reasonable and non-discriminatory basis. After construction is completed, the site will be visited approximately twice a month for routine maintenance. We intend to use avel on the access road because the existin roads ~, are gravel, with the exception o oppe oa . __ ,~ 1 ~, ~/`"^" The proposed facility will be unmanned and will not require the use of additional city services such as water, sewer, police, fire, etc. Electric power and telephone services are the only necessary utilities, and both aze currently available at the proposed site. r. 1 This site will comply with all Federal Communications Commission (FCC) and Federal Aviation Administration (FAA) regulations and requirements. An application has been submitted to the FAA and approval is expected. Since the site is located further than 20,000 feet from a major airport, and the overall maximum height above ground level is under 200 feet, it is anticipated that the FAA will not require any lighting or mazking conditions. SITE SELECTION: The above site is located on a 7.2 acre tract owned by Robert Staton. Said 7.2 acre tract abutts Coppell Road to the South and SH 121 to the West. Nextel is leasing a 50' x 50' site in the NE/corner of said 7.2 acre tract that is surrounded as follows: West: SH 121 is approximately 550' West of site. South: Coppell Road is approxiately 200' South of site. East: Agricultural lands zoned Agricultural 150 feet from site. North: Undeveloped lands zoned Commercial that appeaz to be in a flood plain. The 7.2 acre parent tract is currently zoned "C" Commercial and we are asking that it be rezoned "LT' Light Industrial which accomplished two things, 1) Establishes a zoning district which is consistent with the Comprehensive Plan for the area, and 2) Establishes a zoning district that allows for the height of a communication tower. We are additionally asking for a SUP for the use of the tower. This proposed site is necessary in order to provide cleaz mobile communication service to this area. Many factors were taken into careful consideration when choosing this site, including the overall radio frequency grid pattern and service area, usage patterns, local land use patterns, topography, and potential obstructions to the clear signals needed for reliable high-quality service. The site we have chosen appears to be the most appropriate There are a number of trees in the area that will help shield the tower from the view of passersby. The tower will blend in with the existing transmission towers and lines that run East and North of the property. ff we were to locate this tower to the North it would be in a flood plain and if we were to locate it to the East, South or West it would be out in the open and very noticeable. Whenever possible Nextel locates their antennas on existing building rooftops or towers. This policy not only keeps the tower population down, but also saves Nextel time and money. However, in this area there are no available structures at the necessary height to accommodate Nextel's needs. It should be noted that there are Texas Utility and Brazos transmission lines support structures in this area, however, these towers are only approximately 90 feet in height.
