February 28. 2003 I. Update Design Schedule a. Phase 1 - (Project ST 99-02 A) State Highway 121 to State Road i. Construction is anticipated to start in mid 2004 according to the City's website. Still current. ii. Complete Preliminary Design - August 1, 2003 Okay iii. Complete City Review- September 1,2003 Okay iv. Complete Final Design - December 1,2003 Okay v. Begin RIW Acquisition - October 1, 2003 The City would like to begin acquisition as soon as possible for Phase 1, since it may take a year. Phase 2 will be addressed later. The City provided TNP with a copy of the final plat for Amberpoint showing dedication along Sandy Lake Road and State Road. vi. Begin Utility Relocations - January 1, 2004 Schedule as shown is acceptable. b. Construction is anticipated to start in mid 2007 according to the City's website The schedule for Phase 2 could possibly be delayed further depending on future budget restraints ii. Complete Preliminary Design iii. Complete City Review iv. Complete Final Design v. Begin RIW Acquisition vi. Begin Utility Relocations Schedule for Phase 2 to be developed later. II. Public Meeting a. Date/Location b. Infonmation/Exhibits c. Format Additional funding from Dallas County is being sought by the City and if approved public hearings will be necessary. Also, the City may hold their own "neighborhood meetings" for Phase 1 and/or Phase 2. III. Discussion of Schematic Design Report and Plans - Phase 1 Issues a. Proposed Roadway Section: 6-Lane Divided; minimum r/wwidth-110 feet i. Phase 1 will consist of the design and construction of the outside four-lanes of an ultimate six-lane divided roadway, instead of the full six-lane section. The proposed median width for Phase 1 will be 40- feet to accommodate the future construction of one additional lane in each direction. Storm drainage facilities will be designed for the ultimate six lanes of pavement. ii.Left turn lanes need to be 11-feet wide. The schematic plans showed this width to be 10-feet. b. Proposed Pavement Section: 8-inch reinforced concrete pavement/8-inch lime stabilized subgrade. Lime application rate should be 42#1SY (min.); reinforcing should be the City's standard of #3 bars at 24" O. C. E. W. c. Horizontal Alignment i. Super-elevation/design speed - Coppell Road North The City and TNP discussed the super-elevation at Coppell Road North, but never developed a clear consensus about whether or not the design speed was acceptable. Some discussion focused on the City's interest in the possibility of raising the roadway grade in this area, however, the existing retaining wall on the north side of the roadway (east of Coppell Road North) may prevent this from being practical. The City will provide existing plans for the retaining wall to TNP for evaluation. TNP will then look at options, if any, for the horizontal and vertical alignment in this area and discuss them again with the City. a. w/super-elevation: 40-42 mph b. w/o: 35-37 mph ii. Limits of improvements (west end and east end). The west limits shall be as shown on the schematic plans. Roadway and drainage improvements may not terminate at the same location. iii. Status of MIS for State Highway 121 - Still in EA review. iv. Proximity to north R1W line & TXU Overhead Transmission Towers - OK, but TNP to look at the impact of proposed cut (and/or fill) on the TXU tower foundations and discuss with TXU to determine if they will have any concerns. v. Transition from 6-lanes to 4-lanes and vice-versa - Concept is OK but TNP to evaluate and revise transition based upon the proposed design of only the outside 4-lanes west of Freeport Parkway (State Road). d. Vertical Alignment TNP to check cutlfill slopes in cross-sections. Minimum slope shall be 4:1. City will obtain slope easements or permission to grade, as necessary. See notes under IIIc(i) 1 above. e. Signalization i. Royal Lane? Yes. ii. State Road? Not likely to need traffic signalization with this project. Design will provide for conduit only. iii. Coppell Road North? Yes f Survey of Outfall Drainage (north of W. Sandy Lake Road) TNP advised City of inability to obtain permission to get access to some properties for survey. City will contact property owners to get permission. g. Royal Lane i. Include construction of southbound lanes and divided median? Yes. ii. Median width shall be 36.5' as shown in our plans. h. Sidewalk Construction? i. Sidewalk will not be shown along the north side of the roadway, west of Freeport Parkway. ii.Sidewalk on the south side should be set back from curb at least 2- feet, where possible. Any sidewalks adjacent to back of curb need to be 6-feet in width. iii. Sidewalks should not overlap inlet tops. iv. The City wants the proposed hike/bike trail to be extended from Coppell Road North to Freeport Parkway and south on Freeport Parkway. The City would prefer the trail to be designed and constructed on the north side of the roadway in this area, but that may not be possible because of limited R/VV and TXU transmission towers. v. The City would prefer that the proposed hike/bike trail to the east of Coppell Road North, along the south side of the roadway, be moved away from the back of curb by at least 3 feet. The trail width could be reduced from 10 feet to 8 feet, if necessary, to help facilitate this adjustment. vi. The roadway trail crossing at Coppell Road North needs further Page 3 01 6 SUlan Taylor - meeting notes 02-28-03 final.doc Page 4 evaluation and discussion to make sure that it is not impeded by vehicles that are stopped at the intersection. vii. There may be some issues related to the proposed trail alignment where it is shown outside of the proposed or existing RIW. Some of these areas are controlled by the HOAs, not the City. viii. TNP to schedule a meeting in the near future with NJB and the City to discuss the trail extension, the trail alignment, roadway crossings and other issues related to the proposed sidewalk and trail systems. i. Other City Review Comments i. The City's review comments will be evaluated and addressed by TNP and a detailed response provided to the City at a later date. The City provided a written list of comments dated March 27, 2002. ii. The City provided a mark-up set with additional comments. iii. TNP to Confirm that drainage areas are consistent with proposed improvements in areas of superelevation. iv. Refer to city comments and mark-up for additional left turn lane and drive approach needs. The City's review comments will be evaluated and addressed by TNP and a detailed response provided to the City at a later date. IV. Discussion of Schematic Design Report and Plans - Phase 2 Issues a. Proposed Roadway Section: 4-Lane Divided; minimum r/w width-90 feet Left turn lanes need to be 11-feet wide. The schematic plans showed this width to be 10-feet. b. Proposed Pavement Section: 8-inch reinforced concrete pavement/8-inch lime stabilized subgrade. Lime application rate should be 42#1SY (min.); reinforcing should be the City's standard of #3 bars at 24" O. C.E. W. c. Horizontal Alignment i. Super-elevation/design speed - Coppell Road South The City and TNP discussed very briefly the super-elevation at Coppell Road South, but never developed a clear consensus about whether or not the design speed was acceptable. TNP and City will need to re-visit this issue before proceeding with the preliminary design of Phase 2. a. w/super-elevation: 45-47 mph b. w/o: 40-42 mph ii. Conflict wlTXU Transmission Poles. The City acknowledged that up to four poles would need to be relocated. iii. Tree Preservation/Removal 1. 4-Lane Divided vs. 4-Lane Undivided. The City prefers that the 4-lane divided alternative be designed and constructed. A final decision will be needed from the City before TNP proceeds with preliminary design of Phase 2. iv. Bridge conflict wi 24-lnch Water Line. This item was not addressed at the meeting. d. Vertical Alignment i. Retaining Walls TNP to clarify the maximum wall height required. Page 4016 Suzan Taylor - meeting notes 02-28-03 final.doc Page 5 The schematic report indicates that the maximum is 11 feet, however, the plans show the maximum height to be only 8 feet. ii. 24-lnch Water Line Adjustment This item was not discussed at the meeting. iii. Lone Star Pipeline Adjustment. The City instructed TNP to make every possible effort to avoid having to lower the pipeline due to the significant cost of such an adjustment (in excess of $300,000). TNP to adjust proposed roadway grades to clear the existing line, even if retaining walls are required. TNP to consider creative approaches to storm drain crossing, as necessary, to avoid conflict. e. Signalization i. Coppell Road South? Yes ii.A new traffic signal may be added at Whispering Hills Drive. The City is currently conducting a warrant study. If a traffic signal design is necessary, TNP's contract will be amended accordingly. f. SidewalklTrail Construction? i. Sidewalks should be set back from curb at least 2-feet, where possible. Any sidewalks adjacent to back of curb need to be 6-feet in width. ii.Sidewalks should not overlap inlet tops. iii. The City would prefer that the proposed hike/bike trail be moved away from the back of curb by at least 3 feet. The trail width could be reduced from 10 feet to 8 feet, if necessary, to help accomplish this adjustment. iv. There may be some issues related to the proposed trail alignment where it is shown outside of the proposed or existing R/W. Some of these areas are controlled by the HOAs, not the City. v. All roadway trail crossings need further evaluation and discussion to make sure that they are not impeded by vehicles that are stopped at the intersection. vi. TNP to schedule a meeting in the near future with NJB, and the City to discuss the trail alignment, roadway crossings and other issues related to the proposed sidewalk and trail systems. g. Other City Review Comments i. The City provided a written list of comments dated March 27, 2002. ii. The City provided a mark-up set with additional comments. iii. The proposed lighting on the bridge over Cottonwood Branch should be consistent with the existing bridge on Denton Tap Road. iv. Confirm that drainage areas are consistent with proposed improvements in areas of superelevation. v. vi. Refer to city comments and mark-up for additional left turn lane and drive approach needs. vii. Landscape/Streetscape Design a. Stamped concrete is to be used in lieu of pavers. b. The City has recently implemented new landscapelstreetscape concepts for city-maintained medians, in an effort to reduce maintenance costs and reduce watering requirements. Depending on the public reaction to and success of the current project on Sandy Lake Road between MacArthur Blvd. and Denton- Tap Road, TNP may be asked to design something similar for this project. The City will provide landscape plans for the current project to TNP for our information and use. c. TNP to schedule a meeting in the near future with NJB and the City to discuss the proposed landscapelstreetscape design for W. Sandy Lake Road in more detail. VI. Supplemental Surveys a. TNP will need to update the project base map to reflect trees along Phase 1 that were removed with recent development. b. TNP to evaluate the need for supplemental surveys on Phase 1 to reflect new development between Royal Lane and Freeport Parkway and the new church site at the southeast corner of Freeport Pkwy and W. Sandy Lake Road. Construction plans and site plans will be provided by the City and used, if possible. c. Supplemental design surveys will be needed for Phase 2 prior to proceeding with design, but these will be postponed until a later date. d. Additional field surveys will be needed at the Denton Tap Road intersection to tie down the new widening that was constructed on the east side of the intersection. VII. Updated AeriallTopographic/GIS Information TNP will contact Eddie Johnson in the GIS department to obtain latest topographic information. VIII. Utility Coordination IX. M~ce"aneous a. TNP will conduct regular project team meetings with the City as design progresses. b. The City will provide copies of plans for the retaining wall on the north side of Sandy Lake west of Bricknell.
