since June 16, 1991, I was made aware of Mr. Ed Foley's concern
over standing water in the intersection of Oakcrest and Sandy Oak.
It was initially routed to me from Rey Gonzales, Streets
superintendent, who apparently had it routed from you.
Along with a Building Inspector, Greg Jones, I investigated
possible illegal plumbing connections discharging to the street.
None were found, in particular, at 147 Sandy Oak, Dan Kithcart, who
had underground drainage built around his swimming pool. At 513
Oakcrest, Fred conger's property was also inspected as a possible
source, but had no illegal connections.
Mr. Foley has called me intermittently since July, still concerned
that his yard cannot be maintained because of runoff from the
street. When I made another on-site inspection in October, I was
in a position to refer him back to you on the basis that the Albert
Halff storm water survey and recommendations for capital
improvements lie with Engineering Division.
I think an answer to Mr. Foley's drainage complaint should be
extended by the Department most related to its possible correction,
since no health or plumbing code violation was evident.
