Please be advised that on October 1, the City of Coppell will be able to receive $70,324 in FY2001
CDBG funding from Dallas County.
If the City would like to utilize this new FY2001 funding, please complete the enclosed forms (which
explain what activities will be undertaken and how many people will be assisted), and return them to
Kim Nobles, Community Development Administrator, at 411 Elm Street, Third Floor, Dallas, Texas
75202 by 4:00 p.m., Wednesday, Tune 20. Please note that if we do not receive this information by
this date, then we will assume that your City is not interested in utilizing this new funding, and it will
be reallocated to the other cities in the County's CDBG program.
This year's allocation process is generally identical to those from previous years. However, there are
a few new changes for this year. Because it does not appear that any local housing rehab contractors
are going to be eligible for rehab contracts when HUD's new lead paint regulations go into effect on
August 10, cities may not allocate any additional funding for housing rehabilitation during this cycle
(the County will seek to expend all of the previously allocated rehab funds that it currently has on
hand before the new regulations go into effect, any funds that remain maybe converted into a housing
replacement program -which will not be subject to the new regulations --or to any other eligible
activity that the City may desire). Also, so that the CDBG program can more readily meet HUD's
annual spending requirements and undertake projects that will have a significant impact, the County
is now requiring that all non -code enforcement- related projects have budgets of at least $30,000.
In considering how to utilize your City's CDBG funds, please carefully select your projects. If you
have previously begun providing funding for a project that still needs additional money, please use
your FY2001 allocation to complete this project before using it to fund new activities. Similarly,
rather than scattering your funding across a wide variety of projects, please concentrate your funding
on one or two projects that will have a much greater impact.
Also, we have increasingly had a number of cities that initially select projects, then change the
projects a short time later after they have been submitted to HUD. Because changing these projects
makes it very difficult for the program to complete these and other projects on schedule (which can
jeopardize the amount of CDBG funding that the County receives from HUD), the County will now

only consider changing projects when there are either extenuating circumstances or when the change
will allow CDBG funds to be expended more rapidly.
As before, cities that anticipate using their CDBG allocation most hold at least one public hearing
before reaching a final decision on what projects to undertake. So as to assist the City in publicizing
any public hearing that it might hold, we will publish a newspaper notice for those hearings that will
be held between May 8 -Tune 19. If your City is interested in being included in this notice, please let
Ms. Nobles know by April 27.
We are available to assist your City in any way that we can during this allocation process. If we can
