Director of Public Works/Transportation City of Dallas 1500 Marilia Dallas, Texas 75201 RE: Traffic Signal at Moore Road/Belt Line Road Intersection / ST 93-04 Dear Mr. Wilson: Thank you for taking the time to discuss the existing span wire traffic light at the intersection of Moore Road and Belt Line Road with me. It is now my understanding that Dallas will be performing warrant studies to determine the appropriateness of the traffic light. One thing mentioned during the telephone call that concerned me was your impression that the light was a flashing light and not a full traffic signal. You expressed some concern about there being an unwarranted traffic signal within the City of Dallas. Included with this letter is correspondence from the mid-1980's concerning this traffic signal. The initial information dated July 31, 1986 is from Wayne Ginn, consultant for the City of Coppell for the traffic signal. Included with that letter was a warrant study that showed that the peak hour had been met for the installation of the traffic signal. Your response on August 8, 1986 authorized the City to maintain the signal until the construction of Moore Road was completed and to provide additional information to the City after the completion of Moore Road. On October 5, 1987, additional information was provided to you from Alan Ratlift, City Manager of the City of Coppell that included the information requested in your August 8, 1986 letter. Again, the warrant study showed that the traffic light was warranted. Our records do not indicate any follow-up correspondence from your office to the City of Coppell after October 5, 1987. Therefore, it has been our understanding that the City of Dallas concurred with the warrant study and the installation of the traffic light at Moore Road and Belt Line Road. I hope this information has been helpful to alleviate your concerns that there is an unwarranted traffic signal within the City of Dallas and I look forward to hearing from you in the near future when Dallas has completed an additional warrant study at this intersection. After the City of Coppell determined that a traffic signal was warranted at the intersection in May 1984, the City used their own funds to install the signal because we understood that Dallas would not fund the installation costs. Since 1984 the land development and traffic volumes generated by that development have increased enormously. The fact that Moore Road is currently the only north/south thoroughfare in the residential area until Mockingbird Lane or MacArthur Boulevard is completed, we see this signal as vital to the needs of Coppell in order to move traffic .smoothly during the peak hours. On b~half of the City of Coppell, we respectfully request that this signal not be removed until the matter can be thoroughly discussed between the two cities. After your further consideration, please advise our office of your determination on this matter so that we may inform the Coppell City Council, who can in turn properly inform their citizens. Traffic Signal Warrant Study Moore Rd/Beltline Rd Page -2- SIGNAl WARRANT ANALYSIS: The traffic volume data was applied to the Traffic Signal Warrants given in the Manual on Uniform Traffic Control Devices published by the U. S. Department of Transportation. In order to have a signal installed, an intersection must satisfy at least one of the signal warrants. In reviewing our files, we can find no records indicating that a formal request for a traffic signal at the aforementioned intersection was received by the City. The study that you submitted indicates that the traffic signal was warranted at the time of installation, and since Moore Road at the present tin~ is under construction, we will authorize the City of Coppell to maintain the traffic signals in good operating condition until construction on Moore Road is completed. The signal must conform to the guidelines established in the Texas Manual on Uniform Traffic Control Devices For Streets And Highways. Once the construction on Moore Road is completed, the City of Coppell must submit a formal request to the City of Dallas, Department of Transportation, with traffic volume counts and any accident history at the intersection so we can evaluate the need for signalization. Per the August 8, 1986 correspondence from Dallas regarding the signalization at this intersection, they agreed to allow the signal to remain until the completion of the Moore Road construction. At this time, since the construction has been completed, the City of Dallas requires a new traffic signal warrant study be performed and provided to them for their review and consideration. Also, they want any accident history records for this location. We request Chief Griffin submit to our office any accident history records at this time. Additionally, we are proceeding with the signal study. After we have compiled the necessary submittal package for the City of Dallas, we shall submit the material to you along with a cover letter to Dallas, prepared for your signature, that formally requests the signal to remain at this location. Both Beltline and Moore Road are two lane two way roadways. Beltline Road has one lane approaches to the intersection from both the east and the west. Moore Road has a two lane approach to the intersection south Traffic Volume Data: A manual traffic volume count was conducted at the Beltline Road-Moore Road intersection during the AM and PM and noontime peak traffic pedods. The count was conducted on Wednesday August 19th 1987. The results of the traffic count are given below. The results of the radar study are shown on the attached tabulation sheet. The 85th percentlie speed was found to the 50 MPH. Therefore the reduced criteria are used for warrants # 1 and # 2. In the case of the # 9 warrant the "rural" curves way be used. Signal Warrant Analysis: The traffic volume data was applied to the Traffic Signal Warrants as given in the Texas Manual on uniform Traffic Control Devices with the reductions as indicated by the results fo the mdar study. Result - Conclusion The analysis shows that warrant #1 is met for three hours and warrant # 2 is met for two hours. Therefore these warrants do not apply. In studying warrant # 9 the one high hour criteria are met from 5-6 PM and the two high hours criteria are met from 5-6 PM and from 6-7 PM. Therefore a signal is justified at the Beltline Road and Moore Road intersection. Leonard/Acting Chief of Police SUBJECT: Tickler Dated 10/8/87 DATE: October 12, 1987 Accident History Per your request we have gone through our records, and checked on accidents occurring at the intersection of Beltline, east and west bound, and Moore Road. In the time checked, which goes back through 1982, we show 6 reported accidents, to which reports were made. However there have been many, many accidents at this intersection with no injuries, and only minor damage to vehicles, and these accidents were Blue Formed, and therefore to do not show as reported accidents, either to the City or the State of Texas.
