A RESOLUTION OF THE CITY OF COPPELL, TEXAS, AUTHORIZING THE
TRANSFER OF ALL AVAILABLE COMMUNITY DEVELOPMENT BLOCK GRANT
FUNDS FROM FISCAL YEAR 2000 IN THE AMOUNT OF $19 FOR THE
INSTALLATION OF AN EIGHT INCH WATER LINE AND FIRE HYDRANTS WITHIN
THE GOLDEN TRIANGLE MOBILE HOME PARK, AND AUTHORIZING THE CITY
MANAGER TO EXECUTE THE NECESSARY DOCUMENTS FOR SUCH FUNDS.
WHEREAS, the City previously authorized the use of Fiscal Year 2000 Community
Block Development Funds (CDBG) in the amount of $88,287.00 for the rehabilitation of the
Senior Center and annex; and
WHEREAS, the rehabilitation of the Senior Center and annex is complete and the
project has been closed out; and
WHEREAS, the City has available CDBG funds totaling $19,034.00 remaining in
Fiscal Year 2000 funding for use by Dallas County; and
WHEREAS, the installation of an eight -inch water line and fire hydrants within the
Golden Triangle Mobile Home Park was approved as an appropriate project for the use of
CDBG funds; and
WHEREAS, the City previously authorized the use of Fiscal Year 2001 CDBG funds
in the amount of $75,282.00 for the Golden Triangle Mobile Home Park fire protection
improvements; and
WHEREAS, the City now has the need for all available funding from Fiscal Year
2000, in addition to the Fiscal Year 2001 funding, for the Golden Triangle Mobile Home Park
fire protection improvements.
NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE
CITY OF COPPELL, TEXAS:
Hereby requests that Dallas County transfer the aforesaid available funds from Fiscal
Year 2000 funding, which had previously been authorized for the rehabilitation of the Senior
Center and annex, to use on the installation of an eight -inch water line and fire hydrants
within the Golden Triangle Mobile Home Park, and the City Manager is further authorized
to execute the necessary documents to acquire such funds as may be required.

RE: Consider approval of a resolution authorizing the transfer of all available
Community Development Block Grant funds from Fiscal Year 2000, in the
estimated amount of $19,034, for the installation of an eight -inch water line
and fire hydrants within the Golden Triangle Mobile Home Park and
authorizing the City Manager to execute the necessary documents for such
funds; and authorizing the Mayor to sign.
On September 12, 2000, City Council authorized the use of FY /2000 Community Development
Block Grant (CDBG) funds in the amount of $88,287 to rehabilitate the Senior Center and annex.
The Parks and Recreation Department managed the project and the renovations are now
complete.
On July 10, 2002, City Council authorized the use of FY /2001 CDBG funds in the amount of
$75,282 for the installation of an eight -inch water line and fire hydrants within the Golden
Triangle Mobile Home Park. The project is being designed by Pacheco Koch Consulting
Engineers. Once the plans and specifications are approved, Dallas County will manage the
advertising and acceptance of bids, and supervise the construction of the project. Plans and
specifications are currently 95% complete.
There is $57,532 remaining from the FY /2001 CDBG funds for the construction of the actual
project. Per our agreement with Dallas County, the City of Coppell is responsible for any cost
over the allocated CDBG funds. During the design of the water line project, several changes
were made that will cause the project to exceed the available funding of the FY /2001 CDBG
funds. One change was to bore under several existing large trees in lieu of removing the mature
trees. The second item was to bore under the existing asphalt roadway to avoid disturbing yards,
trees and driveways.
The transfer of the FY /2000 CDBG funds will give us an available funding of $76,566 to
complete the project. The current estimate for the project is approximately $150,000. With the
City picking up all of the overages of the available funds, we will be providing fire protection to
seventy-five dwelling units and approximately 285 citizens, which currently have no fire
protection.
This project is currently scheduled to begin in the third quarter of 2003. Staff recommends
approval of the resolution authorizing the transfer of all available FY /2000 CDBG funds for use
in the installation of an eight -inch water line and fire hydrants within the Golden Triangle Mobile
Home Park. Staff will be available to answer any questions at the Council meeting.

Please be advised that on October 1, the City of Coppell will be able to receive $75,260 in FY2002
CDBG funding from Dallas County. The City also has $19,653 from the Coppell Senior Citizens
Center Rehabilitation Project that can be reallocated.
If the City would like to utilize its new FY2002 funding and reallocate money remaining from
previous years, please complete the enclosed forms (which explain what activities will be undertaken
and how many people will be assisted), and return them to Kim Nobles, Community Development
Administrator, at 411 Elm Street, Third Floor, Dallas, Texas 75202 by 4:00 p. m., Friday, June 7.
Please note that if we do not receive this information by this date, then we will assume that your City
is not interested in utilizing this new funding, and it will be reallocated to the other cities in the
County's CDBG program.
This year's allocation process is generally identical to those from previous years. However, because
new HUD lead -based paint regulations (which affect homes built before 1978) became effective
January 10, 2002, the County no longer administers a Housing Rehabilitation Program. As a result,
please do not allocate CDBG funds for this purpose. The County, however, now operates a Housing
Replacement Program, and your City may wish to allocate a portion of its award to supplement the
money that has already been budgeted for this Program.
In considering how to utilize your City's CDBG funds, please carefully select your projects. If you
have previously begun providing funding for a project that still needs additional money, please use
your PY2002 allocation to complete this project before using it to fund new activities. Similarly,
rather than scattering your funding across a wide variety of projects, please concentrate your funding
on one or two projects that will have a much greater impact.
Also, we have increasingly had a number of cities that initially select projects, then change the
projects a short time later after they have been submitted to HUD. Because changing these projects
makes it very difficult for the program to complete these and other projects on schedule (which can
jeopardize the amount of CDBG funding that the County receives from HUD), the County will now
only consider changing projects when there are either extenuating circumstances or when the change
will allow CDBG funds to be expended more rapidly.

As before, cities that anticipate using their CDBG allocation must hold at least one public hearing
before reaching a final decision on what projects to undertake. So as to assist the city in publicizing
any public hearing that it might hold, we will publish a newspaper notice for those hearings that will
be held between May 6 and May 30. You have stated your City is interested in being included in this
notice and that this year's public hearing will be held at your City Council Meeting scheduled for
Tuesday, May 14 at 7:00 pm; should this date and time change, please let me Ms. Nobles know by
April 26.

The Parks and Leisure Service Deportment recently completed plans and solicited lids for
the renovation of the old city hall bull ft (Senior Center Annex) and the addition of a
room to the existing senior center to house the billerda table as well as construction of an
outdoor patio areas for spring and Sall activities. TIIss project is to be fimded entirely
utilizing Community Development Block Cunt fiords allocated to the City of Coppell
throught the Dallas County Commissioner's Court Office of Planning and Development
as funded by the United States Department of Housing and Urban Development. Thee
are no city fields being used for this project other than staff time for project
administration.
The Dallas County Commissioner's Court Office of Planning and Development has
informed staff that the United States Department of Housing and Urban Development
( HUD) requires a resolution from the Coppell City Council requesting additional funding
to be allocated to this project as it exceeds the original HUD authorized project funding
level The original budget for the project was $137,554. The lowest qualified bid
received was $195,346 from KBCK and Company of Arlington, Texas .
Bob Hager, City Attorney, is attempting to contact Dallas County for clarification of the
documentation necessary for this request.

AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY
DOCUMENTS FOR SUCH FUNDS.
WHEREAS, the Senior Center and annex thereto are vital and necessary components to the
betterment and development of the senior citizens' community of Coppell, Texas•, and
WHEREAS, the Senior Center and annex are in need of repair and expansion; and
WHEREAS, the Senior Center and annex have been approved as appropriate projects for
the use of Community Development Block Grant Funds (CDBG); and
WHEREAS, the City has available CDBG funds totaling approximately $137,589.21 from
previous fiscal yees use by Dallas County, and,
WHEREAS, the City previously authorized the current fiscal year CDBG funds in the
amount of $88,287.00 be extended and placed on unallocated reserve find; and
WHEREAS, the City of Coppell now has the need for all finding available for the
rehabilitation of the Senior Center and annex.
NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY
OF COPPPBLL TEXAS:
Hereby requests that Dallas County use all of the aforesaid available funds including the
current fiscal year's funding which had been previously authorized for unallocated reserve funding to
be used for the rehabilitation of the City of Coppell Senior Center and annex, and, the City Manager
is further authorized to execute the necessary documents to acquire such funds as may be required.
