I had a call last week from Brett Schafer at the above address. He has an 18" RCP that runs from his
front yard underneath Carter. The pipe was silted in and so he cleaned out his side to help it drain. Now
the problem is that there's essentially a large hole in his front yard and he is concerned that it is a safety
hazard for anyone who may step in it. He would like to install a drain grate over the top of the pipe
opening. He is also concerned about erosion around the opening. The pipe is within a 20' utility
easement but he is willing to do the work himself if we give him permission and direction. I looked at it last
