The contractor will replace existing brick paver driveway bands disturbed during construction. 2. The right-of-way and easement labeling will be added. 3. The Interlocal Agreement (ILA) between the City and the County place the responsibility for the funding and design of street light, traffic signal, pavement markings and amenities on the City. The County can incorporate these items into the final construction and bid package. Please provide the~ l~____ticms and construction details for the street light and conduit that the City wants. 4. As stated above, funding for pavement markings is the City's responsibility. The County can include the buttons, etc. requested by the City in the construction plans. The City and the County will jointly approve a Supplemental Agreement to the ILA to arrange the funding of the supplemental items requested by the City. ~/5. The County will coordinate with the City of Dallas on easements in the City of Dallas. 6. If TU Electric can process their proposed railroad spur agreement, the County will pave through the current railroad crossing as requested by Coppelt. 7. Traffic signal items also come under the City's responsibility. Please provide the type, locations and construction details for the signal items. 411 Elm Street Dallas, Texas 75202 653-7151 Mr. Mike Martin .\X, "~'~44 Febm~ 18, 1997 Page 2 8. The manhole will be provided. 2. The cover requirements will be checked. Also the outfail is in the City of Dailas, and the City of Dailas requires only a 3:1 slope. 13. The HGL for line D will be clarified. 14. To minimize erosion the County will provide rip-rap at ail outfails where the velocity is greater than 10 fps. 5. The County will provide guard rails wherever the slope aiong the roadway is steeper than 3: 1. If the City of Coppell aiso wishes handrails, please provide the type, locations and construction details for these items. Coppell would fund the handrails. The consultant will include the concrete slope protection detail in the next set of plans. 16. The inlet will be evaiuated. 17. A typical section will be added for Moore Road. 18. The adjustments will be noted and constructed. 19//' Please provide the type, locations and construction details that the~xt~ires-for~ ' the traffic islands. 20. Mr. Mike Martin February 18, 1996 Page 3 22. The sidewalks, bridge lights and bridge railings supplied by Coppell can be incorporated into the project at the City' s expense. Many of these items relate to funding responsibilities and the City/County Supplemental Interlocal Agreement. I would be pleased to meet Monday, February 24, at 2:00 p.m. with you to discuss these issues. You may reach me at (214) 653-7151 if you have any additional questions. Sincerely, February 4, 1997 FEB i 0 1997 Jill Brim, P.E. Public Works Department O00NTY DIRECTOR 0E PUBLIC ~0RK8 Dallas County 411 Elm Street Dallas, Texas 7S202 Re: Belt Line Road MacArthur Blvd. to Denton Tap Road (ST 93-04) Dallas County Project # 490-403.1 / 91-829 Dear Ms. Brim: The City of Coppell has received and reviewed the referenced plans and has the following comments to offer: 1. Any brick paver bands that need to be removed at driveways must be replaced as per the City of Coppell standards. 2. Label the existing and proposed right-of-way on all sheets. Also label all slope and/or drainage easements. 3. Show location of street lights and location of conduit for street lights. 4. · Provide detail of button layout for left and right turn lanes. In the detail show button spacing as 30" on centers double Type I white 4" diameter buttons. Install 30"x 40" 0g 3-SR sign at the end of the right turn deceleration lanes. 5. Who will be acquiring the slope and drainage easements in the City of Dallas? 6. I have had conversations with Baty Houston at the TU Electric Power Plant about the railroad spur crossing. He stated that at this time they had no intentions to replace the railroad spur across Belt Line Road but he would like to to replace it in the future when it may be needed. With this being the case, the City would recommend that the curb continue through the paving section across the existing railroad spur and let TU Electric come back and remove the curb sometime in the future when they need to reinstall the railroad crossing. Also, how does raising Belt Line Road across the railroad spur affect the existing track? 7. Provide traffic signal information for intersections at Moore Road/Belt Line Road and Mockingbird Lane/Belt Line Road. Also, these lights need to interconnect with light at Belt Line Road and MacArthur Blvd. 8. Due to the extensiveness of the full brick paver intersections at Moore Road / Belt Line Road and Mockingbird Lane/Belt Line Road, the City would like to consider using only brick paver bands. 9. The proposed driveway at Station 115+98.51 needs to be coordinated with the development which is under construction today. Also, the proposed slopes onto this property need to be coordinated. Contact Eugene Middleton, with Winkleman & Associates, at (214)490-7090. 10. On the drainage calculation sheet some of the times of concentration appear too long for several of the drainage areas. Please provide additional information. 11. Provide a manhole on Storm Sewer Line "A " at Station 0+00. 12. Storm Sewer Line "B" appears as though there is not enough cover over the pipe. Provide a minimum of 18" cover over pipe. Also, at the outfall of the pipe can the proposed ditch be constructed inside the existing ditch with 4:1 slopes? 13. On storm sewer sheet D8, the plans show 2 hydraulic grade lines. 14. Provide concrete rip rap at all storm sewer outfalls to prevent erosion. 15. A handrail should be provided on the upstream side of Storm sewer Line "E" & Line "F" due to the severe drop off. Also, a note indicates that there is a detail for the 6" concrete slope protection but the detail was not found in these plans. 16. Relocate the curb inlet on the south side of the road to the east so that it connects to the most easterly 36" RCP. 17. A typical section needs to be provided for Moore Road. 18. All existing sewer manholes, water valves, etc. must be adjusted. 19. All raised islands need to have brick pavers. 20. Show the existing locations and proposed locations of railroad signals and gates at Moore Road and Mockingbird Lane. 21. Show the low chord elevation of the bridge. 22. Sidewalks, bridge lights and bridge railings need to be provided on the bridge similar to what is on the bridge on Moore Road and Mockingbird Lane. I have provided copies of plans showing these details. There are other minor comments made in the plans that need to be addressed. If you should have any questions please feel free to contact me at your convenience. Sincerely, MichaelA. Martin, E.I.T. Assistant City Engineer
