In regard to the request for a sign variance to allow the signs
to remain at Park 'N Fly; we currently do_.not regulate billboard

On~uly__17,~197g~ the City Council considered the issue of
wh tit' r t ey wanted to regulate the billboards along State
Highways (federal aid primaries) and unanimously voted to allow
State t re late these signs. The States' authority extends
660 ~f a beyon any Right-of-Way line.
As such, our sign ordinance does not address these signs, and
therefore, has no provisions from which a variance can be
granted. We do, however, have the authority to require the
removal of these signs through the platting process. It is my
understanding that the State is currently truing to get these
sins removed to bring the hi"ghways~tliat serve Coppell into
compZiance~i~li ~he~ Highway Beautification A~'~:""A'lso the State
stands to lose federal aid un ess~these signs are removed.
It seems that to act to provide for these signs removal would
benefit the citizens of Coppell by insuring that these federal
aid dollars continue.
i am attaching the Council minutes of July 17, 19?2 as well as
related information regarding signage along Beltline Rd. for your
information.

the Ordinance authorizing the contract between the City of Coppell and TR.A ,
CeruncilrzYan Harris seconded and motion carried 5-0 javith the mayor showing
his approval. This ordinance will be given th.e Nurnbe;r 87, a copy of which
is attaclYed as a permanent- part of these minutes.
Derrell Johnson i:hen gave a report on the report that~v~i11 go to the T'cxas
Water Quality Board. The purpose of the report is t:o! cover the desi6n <.~f
t-he initial phase of a water line main. networ.lc that wild. serve the City of
Coppell. Derrell also stated that Coppell is going to z•~eed to have a ground
storage tank and pump station close to the Dallas poiz'~t of entry. 'The best
place .aqr. this is the sout]Y side of Sandy Lake Road. i;h;rr7rdiately west of
Dallas Power ~. Light:. He also stated that- they Kill probably advex•tisc for
