Box 478 Coppell, Texas 75019 RE: Meadowcreek Drainage Project DR 00 -02 Dear Mr. Griffin, l /1 I am in receipt of several letters from Garreth Campbell regarding the above referenced job. We have been trying to finalize this job for some time now. After receiving the first letter dated September 10, 2002 I have left messages for Mr. Campbell on three different occasions trying to arrange an on site meeting to discuses the remaining balance on the contract. I would like to take this opportunity to say that the Type M manhole is constructed on this project. The box culvert on this project was changed from cast in place to Pre -Cast in order to speed up the project. The Type M manhole was pre -cast in a section of the Box Culvert does not change the fact that the manhole has been installed. This item of bid also includes the required bond premiums and the associated insurance premiums required to complete the project. Since these requirements are subsidiary to the project the cost for them has to be included in the bid and R -Con included these cost in the Bid item for the Type M manhole. This was the most likely item not to be deleted or reduced in quantity. R -Con has constructed the project according to the Lines and grades established by the plans for this project. If erosion is continuing to occur in the area of the flow line chances are the project has been under- designed and needs upgrading to handle the water flow rates. Hydro -mulch Seeding has been installed per the specification outlined in NCTCOG Section 3. 10.1 and section 2.10 of the project manual. In Section 2.10 of the project manual it states "Sprigs of seed must be uniformly appearing over the entire area of application with in 30 days of application date. At that time 50% of the bid item can be paid." Currently we feel we have about a 98% coverage with the grass and due to the areas of heavy shade this is the best that can be expected of bermuda grass. At this time I feel that this item is acceptable and I have gone above and beyond in correcting any problems associated with the Hydro - mulch. 3321 W. Currently we have a PAST DUE BALANCE of $13,910.98. I have very diligently corrected any problems called to my attention and would like to resolve this issue so that we can collect the balance of our funds and close out the project. As of today I am still waiting on Mr. Campbell to return my phone calls. Since this does not seem to be a solution I would like to meet you on site to look at the project and see what kind of solution can be reached to close out this project. Sincerely, Leslie R.
