Re: State Highway 121 Water Line (Coppell Road to Denton Tap Road)
WA 01 -01
Final Review Set
Dear Ms. Taylor:
We are enclosing two sets each of preliminary construction plans and specifications for the S.H. 121 Water
Line project from Coppell Road to Denton Tap Road (Project WA 01 -01). This submittal responds to the
City's review comments on our 95% set dated June 24, 2002. We are returning the City's mark -ups plans,
specifications and review letter with this submittal.
As you requested, we are providing a written response to each of the City's comments:
Plans
General Comments
1. Standard Details have been removed from the plans and the City of Coppell Standard Details included by
reference in both the plans and specifications
2. The plans have not yet been submitted to the Texas Department of Transportation for approval; however,
the alignment is in accordance with the the TxDOT utility accommodation policies.
3. We have positioned fire hydrants to act as air release valves (notice the tees are configured in the "branch
up" position). If the City chooses to install air release valves, the fire hydrants could be eliminated at
your direction. Fire hydrants have not been used for blow -off valves. Specific blow off valves are shown
where appropriate.
4. We acknowledge receipt of the City's water utilities pre - construction packet.
Cover Sheet
1. City Council has been updated (but may require correction again).
Sheet No. 1
1. Note 7: In the state right -of -way, the City will most likely have the burden (and cost) to relocate
any existing utilities that may be necessary for the construction of this project.

2. Note 9: Clarified the utility owner is responsible for providing direction to the contractor for utility
and light pole temporary support
3. Note 14
4. Note 20: Revised to reference City of Coppell Standard Details
5. Added Note 25 indicating disinfection and testing of the water line is subsidiary to the project
Sheet No. 2
1. The gas line is now shown in profile at the approximate depth (no field locates for depth)
2. The state's storm sewer runs directly under the curb line of the service road (inlet to inlet). We have
shown the approximate depth based on inlet depths
3. Right -of -way line has been verified and modified as necessary. No easement required.
4. Fire hydrants are proposed to function as air release valves at all high points in the line.
Sheet No. 3
1. Stub outs at station 9 +40 and 13 +70 are for future connections to the west of S.H. 121 if ever desired
by the City. Due to the depth of the creek crossing, we have not provided blow -off valves at this
crossing. If the crossing requires repair, we have added isolation valves on either side of Denton
creek. The short section of pipe under Denton Creek could then be pumped out. 12'x 6" Tee has
been corrected to 12 "x 12" Tee.
2. See comment above regarding blow -off valve at Station 11 +30. We highly recommend against an
aerial crossing at this location. Other alternative includes connecting water line to the state's bridge,
which again we do not recommend.
3. The power poles will have to be temporarily braced during construction.
4. Station 14 +00. The storm sewer is north of the water line by approximately 20 -feet; however, we
have shown it in profile.
Sheet No. 4
1. It is our understanding the electric lines are both underground and above ground. The underground
lines are field located using markers found. No precise location of the underground electric lines is
available. There is a very good chance they are in conflict with this alignment.
2. No depth information is available on the underground electric lines
3. Added gate valve at station 24 +50.
Sheet No. 5
1. The fire hydrant is drawn schematically (not to scale for clarity). It will be positioned in the right -of-
way in the field.
2. Fire hydrant is to function as air release valve
3. Added blow -off valve and assembly
Sheets 6 & 7
1. Fire Hydrant is to function as air release valve
2. Fire Hydrant is to function as air release valve
3. Revised to provide 12 "x 12" tee and 12 "x 6' tee.

Sheet 8:
1. Fire Hydrant is to function as air release valve
2. No blow -off valve is provided here, as there is no acceptable location to daylight discharge from
blow -off.
Sheet 9
1. No blow -off valve is provided here, as there is no acceptable location to daylight discharge from
blow -off.
2. Plans revised to accommodate Community Credit Union Improvements
Sheet 10
1. Revised the alignment of "Line B" to accommodate City's recommendation
2. Sheet 11 -15
3. Removed all details and have included City of Coppell Standard Details by reference.
Specifications
1. Revised to incorporate current City of Coppell boilerplate bid documents
2. Added description of Pay Items (Section 4)
3. Corrected City's address
Based on these revisions and the current configuration of the project alignment, our opinion of probable
construction cost is in the range of $600,000. We are enclosing our engineer's opinion of probable cost for
your review and are available to discuss this project further at your conveniei
