Dear Mr. Frank:
This is in response to your request to relocate one of the above-listed facilities in Coppell, Dallas
County. We understand that one of these portable concrete hatch plants will he located
approximately 25 feet south of Sandy Lake Road and approximately three-fourths mile east of
MacArthur Boulevard in Coppell, Dallas County. We understand that you will be notifying the
Texas Natural Resource Conservation Commission (TNRCC) Arlington Regional Office and the
appropriate local programs as to which one of tltc concrete batch plants you are moving to the
above-mentioned location. Also enclosed is a notification form for you to complete and suhmit
to us prior to your move. We also understand that this application is for aright-of--way public
works project and that your proposed facility site will be in or contiguous to chat project and is,
therefore, exempt from public notice procedures.
After evaluation of the information which you have furnished, we have determined that your
relocated facility will remain exempt from the permit procedures under 3U Texas Administrative
Code {TAC) Section 106.202 if constructed and operated as described in your application. This
standard exemption was authorized by the TNRCC Executive Director pursuant to 30 TAC
Section 116.211(a) (Regulation VI). A copy of the standard exemption in effect at the time of this
registration is enclosed. You must operate in accordance with all requirements of the enclosed
standard exemption.

You are reminded that regardless of whether a permit is required, these facilities must be in
compliance with all air quality rubs and regulations of the TNRCC and of Utc Environmental
Protection Agency at all times.
You arc advised that we will void your previous standard exemption registration file upon
relocation of your facility. If you desire to move back to the previous site, it will be necessary
to register for a standard exemption or obtain a permit to operate at that site.
