I have reviewed the preliminary geotechnical data you sent me and I admit it does not
appear to meet the current standards of the City of Coppel] for Fire Lanes. There are;
however, several things about the test data that I find a lithe confusing.
I do not understand the why the moisture contents of the "flex-base" are as high as they
are, (tests 34-3 $) The percent compaction of test 3 $, $1 % is very low but the moisture
content of 21 2 seems too high to be an undisturbed test. Could these sites have been
exposed to additional water after the concrete was sawcut but before the density tests
were taken?
I believe that they did in fact order flex base material for the fire lanes. I do not believe
that what they received met the NCTCC)Ci Specification for flex base.
The concrete cores show pavement thickness of 4 9" to 6.2 inches. This too does not
meet your requirements for Fire Lanes but should certainly support the weight of a tire
truck.
All of the concrete cylinders broke at over 3700 P.S.I, this indicates good quality
concrete.
I have no knowledge of the reinforcing steel placement but based on past experience and
the fact that inspections were called for I believe that steel reinforcement was probably
placed in accordance with your specifications.
SI•I'E ANALYSIS
V4'hen Comparing this site to other fire lane locations in Coppell there are several
significant factors to consider

1. All of the Storage buildings are one story,
~. Ali of the Storage buildings are fully sprinklered for fire protection.
3. There is no development on adjacent property for any fire to spread to.
4 This property is gated and not accessible to the general public without a password
to open the gate.
5. The fire lane sections in question are not visible ti'om the street and the general
public.
6. THE CITY OF COPPELL JS NOT RESPONSIBLE FOR THE
MAINTENANCE OF TIIE PAVEMENT ON ANY OF THE FIRE LANES,
NO PUBLIC MONEY WILL BE SPENT REPAIRING THE FIRE LANES
SHOULD THEY FAIL.
7. In a shopping center tenants can he locked into a long term lease and their business
can suffer if the parking {ots are not maintained. I do not foresee that occurring in
aself-storage facility.
JiECOMMENDATION
i do not believe that removing and replacing the existing concrete pavement is justified but
ar the same time I can understand the City of Coppe}} wanting to make sure that this is a
quality development.
I recommend the following:
1 The City of Coppell allow the existing concrete to remain.
2, The City Fire Marshall or whoever does annual fire inspections and/or fire
sprinkler inspections shall also note the condition of the fire lanes and if damaged
areas are evident citations shall be issued to repair any damaged areas. This shoulc
be done as a routine course of business by the self-storage facility anyway.
3 It will not be possible to get a maintenance bond that does not expire. If the City
of Coppeli requires a "bond" 1 would ask that the self-storage facility deposit the
sum of $2,500 with the City of Coppell as a guarantee that repairs shall be made in
a timely manner.
