Left Turn Lane

It has recently come to my attention that several subgrade tests for the left turn lane have failed to meet
City requirements. City requirement for compaction is 95% of theoretical density and the moisture
content is at optimum up to +4%.
Test results on the subgrade beneath the left turn lane show 93% compaction and 2.3% below optimum
moisture. Neither of those results meet City requirements.
My understanding is that the proctor and the density were obtained on the same day. Because of the
time delay in receiving the densities back from the lab, you were cautioned by the City Inspector, Rick
O'Dell, not to pour the concrete. The left turn lane was poured at your own risk, as you assured the
inspector that the densities would be fine.
When the inspector inquired as to the density compaction technique, he was informed that it was
compacted with a loader. CJtilization of a loader is not an approved compaction technique. It is also
my understanding that the loader was used to compact the subgrade for the fire lane and that you were
cautioned several times by the inspector that this was not an acceptable compaction technique.
As has been stated, the subgrade supporting the left mrn lane does not meet City specifications.
Because the City has the long term obligation to maintain this left turn lane, it should be removed, the
subgrade should be reworked and re-compacted to the appropriate density and moisture content and
then a new left turn lane should be poured meeting all strength requirements.
Please be advised that no final inspection or acceptance of this project will be provided until such time
as the left mrn lane has been constructed in such a way that it meets the minimum City requirements.
