Dear Mr. Holzwarth:
In October 2000, the Sandy Lake Road (Denton Tap to SH 121) widening project was approved
for cost pamcipation funding through the Major Capital Development Fund. County funds in the
amount of $1,300,000 are available to the City in Program Year 2006. The funds are dedicated
solely to the construction of the roadv~ay improvements.
The west section of Sandy Lake Road, from SH 121 to north Coppell Road, is mostly developed
with commercial/industrial facilities and there are no issues that adversely affect the construction
of that section of roadway. The east section of roadway, from north Coppell Road to Denton Tap,
~s almost completely developed with residential subdivisxons. There are numerous issues that
affect the construction, including tree removal, right-of-way acquisition, existing ~rrigat~on and
landscaping, and the relocation of four of the smaller Oncor electric transmission lines.
The City's design consultant, Teague Nail and Perkins, Inc., *~as instructed to prepare the
constructmn plans in two secnons. Section "A" begins at SH 121 and ends at Freeport Parkway
and Section "B" begins at Freeport Parkway and ends at Denton Tap. This will allow the City to
start construction of Section "A" at an earlier date. This section of Sandy Lake Road provides
commercial traffic access to the commercial/industrial facilities located along Royal Lane, Sandy
Lake, and Freeport Parkway. Construction of Section "A" is scheduled to start in June 2004 and
has an estimated construction cost of $3,250,000. Constructmn of Section "B" is scheduled to
start m June 2007 and has an estimated construction cost of $4,000,000. Plans are currently in the
schematic design phase.
The City has met with David McSwain several times regarding this project and he is aware that
we intend to construct the project in two sections. The project scope items for both sections of
the roadway have been submitted to him. Since the Sandy Lake Road project was submitted to
the County as one project, we are requesttng consideration of the County moving ail or a portion
of the SI,300,000 forward for the City's use on the construction of Section "A". We are available
to discuss any options for the funding at your convemence.

CONSTRUCTIBILITY REPORT

AFFECT PROJECT SCOPE, BUDGET, CONSTRUCTIBILITY, THE PROJECT
SCHEDULE AND/OR THE SAFETY OF PROJECT.
The east half of West Sandy Lake Road, from Freeport Parkway to Denton Tap Road is
almost completely developed with residential subdivisions. Right-of-way will be
required on both sides of the existing roadway.
The existing irrigation and landscaping adjacent to the right-of-way, and currently
maintained by an HOA, is an issue that will have to be addressed.
Four of the smaller Oncor electric transmission poles will need to be relocated. They are
located within an exclusive Oncor easement and the relocation will be an expense of the
City.
There are overhead power lines on the south side of Sandy Lake and five buried power
line crossing that will need to be relocated. There is an overhead power line on the north
side of the roadway that will need to be relocated. There are several buried lines that feed
off of this line that will need to be evaluated.
There is a high-pressure 24-inch gas line that crosses the roadway that may require
lowering. There are gas distribution lines on both the north and south sides of the
roadway that will need to be relocated.
Access across construction areas will need to be provided throughout all phases of
construction. Temporary pavement will be needed to accommodate construction and
allow the existing roadway to remain in use. Most intersections will need to be
constructed in phases to facilitate continuous access to and from Sandy Lake Road.
Access to private drives will also have to be maintained.
The interconnect system of the proposed traffic signals will need to be addressed.
Tree removal from Coppell Road to Denton Tap will be a major issue.
