1.01 Introductions/PACER
The meeting began at approximately 3:00 pm. Tricia Hatley introduced
Tammy Hoelscher to city staff.
1.02 Bridge Elevations
Tricia Hatley went over the findings of the hydraulic study and discussed
water surface elevations (WSE) of the existing model and the ultimate
developed watershed. Ken Griffin and Tricia Hatley discussed impacts
concerning adjacent property owners. Ken Griffin wanted FNI to verify
the location of the 496 elevation and study cross sections west of the
bridge to effectively manage drainage and the impacts to the adjacent
property owners. Ken Griffin also noted that the proposed Right-Of-Way
in front of the Wendy Webster property should not include the existing
rock columns on the property.

.03 Coordination at Freeport Parkway
Tricia Hatley discussed problems with obtaining information from
Transystems and coordinating survey data discrepancies.
.04 Review Comments
Suzan Taylor discussed the city's comments from the conceptual
submittal. They are as follows:
· Coppcll Road typical section, 33' or 34' b/c dimension.
· Keep sidewalk and walking trail on both sides of roadway from
Coppell Road west to Freeport Parkway.
· Tidy up pattern hatching to terminate at driveways.
· Suzan noted that thc city owns thc tract of land at 799 Coppell
(property information was given to FNI).
· Farmer's Market should also consider truck turning movements.
· Adjust driveway west of Mitchell Street.
· Thc city wants to leave out thc proposed street connecting Bethel
Rd. and Coppell Rd. (south) and terminate Bethel Rd.
improvements at the curb returns at the same width as Coppell
Rd. (north) and transition back to thc existing pavement on
Coppell Rd. (south).
· The driveway at approx. Sta. 19+50 should be kept. Ken Griffin
instructed to take out thc parking in front of the property and
provide a driveway to the existing property owner. Ken Griffin
noted that the city has not purchased that property yet,
· Suzan Taylor indicated that parallel parking in the Old Downtown
plan is to be eliminated. Also, indicated was ADA compliance
and questioned whether cars backing out could cross into a
crosswalk. FNI will investigate and adjust the plans accordingly.
· Suzan Taylor also indicated that Bethel Road Estates (234 Bethel
Rd.) was not shown on the plans and noted that we could get a
copy of the subdivision plans to indicate on our plans.
· Ken Griffin also enquired about median delineation at the N.
Denton Tap intersection. Ken Griffin suggested a 6' grass median
for delineation and gave the location ora model of what he would
like to see for this intersection. The model is located at Winnpage
& Denton Tap Rd. Ken Griffin also indicated that the property
lines would be 300 feet deep and that our median should begin at

the intersection and terminate approx. 230 feet west and provide
an opening for access to those properties offofBethel Rd.
Pavement striping should delineate from the end of the median to
the point of transition.
· Tricia Hatley asked if there was a preference on where the
Coppell Rd improvements would terminate, north or south of
Cooper Street? Suzan Taylor would contact FNI with direction
on the Coppell Road improvements limits.
· Suzan Taylor also reminded FNI of bridge rails on the culvert
under Coppell Rd.
Tricia Hatley noted that the geotechnical investigation should begin very
soon in order to verify a pavement design and paving quantities. Ken
Griffin indicated that a traffic control plan should be submitted when
working in the city's streets and two flaggers must be present when
shutting down a lane for drilling purposes.
1.05 Public Meeting Follow-up
Tricia Hatley read over the minutes from the previous Public Meeting
held on September 1, 2003. The highlights of the meeting were to
eliminate parallel parking and add a turn lane at Coppell Road. Ken
Griffin stated that the speed limit should be 25 mph from Coppell Rd.
(south) to west of Loch Lane. Ken Griffin also indicated on the last page
of the public meeting minutes, to be sure and include comments 1, 6, and
7.
Tricia Hatley suggested the use of any traffic calming measures (e.g.
traffic buttons, trees behind the curbs, etc.) and Ken Griffin did not think
those items suggested would be practical for this project. Ken Griffin did
suggest using stamped concrete over Pavestone for pavement texturing in
the Old Downtown area.
2.00 GENERAL
2.01 Action Items
Obtain copies of the Bethel Road Estates subdivision plans and a clearer CLM
copy of the City of Coppell paving and drainage standards.
