I am aware that the City has decided not to use bonds or certificates of obligation to finance the relocation of the transmission lines, but this letter might be useful sometime in the future and I would I suggest that it be placed in the City's permanent files. To the extent that the proceeds would be transferred to the utility company, the City would need to retain and exercise sufficient control over such funds to ensure that they were expended for the authorized purpose.
