Dear Jim:
I finally obtained last week the Attorney General's written approval confirming their telephone
approval of the proposed transaction by the City regarding relocation of the utility transmission lines.
I am aware that the City has decided not to use bonds or certificates of obligation to finance the
relocation of the transmission lines, but this letter might be useful sometime in the future and I
would I suggest that it be placed in the City's permanent files.

Dear Pete:
We concur that the City of Coppell may issue general obligation bonds, subject to voter
approval, for the purpose of paying the costs of relocating utility transmission lines based
upon an appropriate finding by the City that such relocation is necessary for public
safety. To the extent that the proceeds would be transferred to the utility company, the
City would need to retain and exercise sufficient control over such funds to ensure that
they were expended for the authorized purpose.
