WA0101-CS031007PRELIMINARY October 7, 2003 Mr. Gary Hendricks Birkhoff, Hendricks & Conway, L.L.P. 7502 Greenville Avenue, #220 Dallas, Texas 75231 RE: SH 121 Water Line (Coppell Road to Denton Tap Road) WA 01 -01 Final Review Comments Dear Mr. Hendricks: Following a review of the above referenced plans and specifications, the following comments are offered for your consideration: PLANS: General Comments 1. The plans as presented do not appear to be buildable. It does not appear that an effort was made to avoid existing utilities. The City will not be relocating the existing overhead electric transmission poles. They need to be avoided. Was any other route considered that would allow for a buildable project? 2. You have stated that the City will most likely be responsible for the burden and cost of relocating existing utilities that conflict with the proposed construction of the water line. You have also indicated that there is a good chance the underground and above ground electric lines will conflict with the proposed alignment. Based on your "on the ground survey" you should be able to determine the conflicts with a greater degree of certainty other than "good chance ". It appears that ± 5000 linear feet of electrical utilities, ± 1050 linear feet of gas line, and five or more power poles or lights may conflict with the proposed alignment. Can the number and length of utilities that conflict with the proposed alignment be accurately determined, and what is the estimated cost and time associated with relocating these utilities? As stated above, the City will not relocate the existing electric transmission poles. They should be avoided. The cost of utility relocations has not been included in the estimated construction cost. 3. Have the plans been provided to all utility companies and/or has there been any coordination with other utility companies? 4. What is the status of the TxDOT permits? COVER SHEET 1. CITY COUNCIL — The City Council list needs to be updated as shown. SHEET NO. 1 1. NOTE 2 — The Storm Water Pollution Prevention Plan shall conform to the Texas Commission on Environmental Quality regulations and not the EPA. 2. NOTE 14 — Change "85% Standard Proctor" to "95% Standard Proctor ". 3. NOTE 20 — There are no barrier free ramps shown on the plans or in the bid quantities. Can this note be removed? 4. NOTE 23 — Is the contractor required to meet TxDOT construction standards since the installation of the water line is in their right -of -way? 5. NOTE 24 — Is the contractor required to notify TxDOT prior to the removal of trees within the right -of -way. It appears that some large trees may need to be removed (30 " oak). SHEET NO. 2 1. Station 0 +00 to Station 1 +00 - the limits of the right -of -way have changed from the 95% plans and the note referring to the removal of all concrete pavement within the right -of -way needs to be revised. SHEET NO. 6 1. A gate valve symbol is shown in the plan view west of the fire hydrant located at Station 38 +00. It is not called for in the profile or in the bid quantities. SHEET NO. 9 1. The construction of the Community Credit Union is complete. The note at Station 74 +59.60 needs to be revised. The proposed 8 -inch stub -out will not be plugged but will be tied into the existing 8 -inch line. SHEET NO. 10 1. Station 51 +32.94 (Line A) is shown for the intersection of Line B in the profile view. On the plan view and on Sheet 7, Station 50 +43 (Line A) is shown for the intersection of Line B. The profile note also refers to a 12 "x12" cross — that has been changed. 2 2. Because of the delay, TxDOT has started construction of S.H. 121. Therefore the open cut from Station 0 +85 to 3 +67 will most likely need to be bored also, at a greater cost to the City. SPECIFICATIONS: General Comments I. An updated set of boilerplate bid documents was provided to your firm to replace the old version used in the preparation of the 95% complete specifications. It appears that the final specifications still contain most of the old version and were revised to incorporate the majority of our comments. The Supplementary Conditions contain part of the old and part of the new bid documents. The specifications need to be revised as necessary. 2. Need to provide more detail in the pay item descriptions.
