More specifically, I focused on the portion of the models representing the Bethel Road bridge crossing. I obtained what I understand to be the FEMA effective model last modified by Dowdey, Anderson and Associates, Inc (DAA). Email correspondence with Rhonda Hurst with DAA confirmed these models were part of an approved LOMR from a few years ago and the modifications as part of the LOMR are upstream of our project area. Upstream modifications typically do not affect conditions downstream in a backwater analysis. However, upstream of our project area is a split flow region which can be very sensitive to downstream changes so any modifications in our project area could potentially affect the distribution of flow in this region (subsequently causing an increase in water surface elevations). Therefore, it is prudent to not alter the water surface elevation immediately downstream of the split flow region. Using field notes and survey information I revised all bridge input and remodeled the crossing in a "corrected effective" model.. Several channel parameters changed including flowline elevations, open area below the low chord and channel bank slopes. Additionally, bridge low chord and deck information was slightly revised. The cumulative effect of these changes is a water surface elevation of 494.89' (effective model is 494.92') immediately upstream of the bridge. This is an insignificant difference as compared to the FEMA effective model output. Furthermore, the minimal difference does not affect the split flow conditions upstream. Next, I obtained information from the 1991 Halff masterplan study using fully developed watershed conditions from Ken Griffin with the City of Coppell. While the hydraulic model itself was not available the study included tables presenting the model output. According to this study the fully developed conditions discharge at Bethel Road is 11,250 cfs, as compared to the FEMA "existing" conditions discharge of 10,500 cfs. This is a relatively small increase and the difference in water surface elevations reflects this increasing from 494.92' to 495.56'. This indicates the masterplan study used the FEMA models with little or no revisions. The table below illustrates the various models and resultant water surface elevations immediately upstream of Bethel Road. Furthermore, per the City of Coppell ordinance, I recommend the minimum roadway elevation be set at 2' above the FEMA "existing" conditions water surface elevation of 494.92' (i.e., 496.92') rather than 1' above the fully developed conditions water surface elevation of 495.56' (i.e., 496.56') since it is greater.
