West Sandy Lake Road Project
The following is a compilation of notes taken at our meeting this morning.

The City will not predetermine construction time. We will require the bidders to
propose a construction time. The contract documents will indicate that construction
time will be a consideration in determining the successful bidder.
2. We will not include a construction contingency item in the proposal.
The contractor will need to provide a "Critical Path Plan" with the construction
schedule. Extensions to contract time due to utility conflicts or other delays will only
be granted if the contractor can demonstrate that the critical path is affected.
Erosion control items will not be bid individually. Erosion control will be bid as a
lump sum item and will include all necessary erosion control facilities including silt
fence, inlet protection, rock berms, etc. Preparation and maintenance of a Storm
Water Pollution Prevention Plan (SWPPP) will also be included in the bid item.
If the contractor wishes to set up a temporary batch plant, and if the plant is
operational for more than 90 days, a Special Use Permit will have to be obtained
from the City. Ken will coordinate with P&Z to obtain the permit.
Storm drain easements at outfall locations will encompass all proposed permanent
improvements including headwalls, rip-rap, etc. but will not encompass earthen
ditch-outs. Grading of ditch-outs will be addressed by obtaining permission from
property owners.
We will need to obtain a letter from the Corps of Engineers documenting their
concurrence that the pond and downstream area are not jurisdictional. A developer

is currently doing some planning for the same property and may already be
pursuing the matter with the Corps. TNP will contact Dave Littleton with Halff
Associates to coordinate this effort.TNP will request that Advanced Ecology
provide an assessment of 404 issues.
Median landscaping will not be included in the construction contract for paving and
drainage improvements. The city will advise TNP as to how the medians should be
treated with the paving contract. Three options were discussed: 1) backfilling
medians with 4-inch topsoil and providing silt fence along the curb or other erosion
control measures; 2) leaving medians Iow to allow for backfilling with landscape
contract; or 3) backfilling with compacted material.
The City wants stacked block retaining walls. TNP will evaluate options and provide
recommendations. TNP will provide a color/style palate so that City can make
selections.
On the north side of the roadway, design may allow for a portion of parkway area to
slope away from roadway. A minimum of four (4) feet will slope towards roadway at
a standard 2% cross-slope. A standard parkway should be provided adjacent to the
electric facility at Coppell Road North to allow for future sidewalk construction, which
may occur with phase two.
The parks department will provide locations for conduit crossings for irrigation
purposes. In addition to conduit crossings at all median openings, intermittent
crossings of the through lanes will also be required. Suzan will meet with Parks to
coordinate this issue.
The city is developing new barrier free ramp standards to comply with ADA criteria.
TNP will provide detailed grading at all intersections to ensure ADA compliance
along pedestrian routes. If any variances are needed, we must obtain approval
prior to start of construction.
The City is still evaluating TNP's submittal regarding minimum cover over existing
water lines. In critical areas, City may pothole lines to verify elevations. TNP to
provide recommended locations for potholing.
Electronic portable message boards will be used at both ends of project and will be
included in the traffic control item. This will be detailed in the project specifications.
TNP will evaluate means on controlling payment of right-of-way preparation and
mobilization including specifying a maximum percentage of the contract to be bid for
those items as well as pro-rating payment as a percentage of work complete.
City has a possible source of fill material at North Point and Royal Lane.
Specifications will indicate that this material will be made available to the contractor.
However, contractor shall be required to determine if material meets project
specifications.

18. City will also provide possible locations for disposing of excess excavation material.
19. We will not have a design coordination meeting in December. We will meet again in
January.
