Tiseo Paving Co. believes that our schedule submitted at the preconstruction meeting,
shows the critical path for this project consists of the street excavation, CTB subgrade
and paving. In fact, this is the vast majority of the work on this project.
In your letter, you stated that there is a substantial amount of work that can be done while
waiting for Oncore Gas to relocate services. 1 do not believe that two driveways for the
post office shown on Sheet 8 of the plans is a "substantial" amount of work
(approximately 765 SY). In fact. the driveways at Pav. Sta. 4+27 should have been done
in conjunction with the road paving, because of the CTB subgrade required. Since the
original schedule called for these driveway to be completed along with the major road
paving, shuffling the sequence of these driveway does not recapture any lost time.
Furthermore, the completion of these driveways in no way effects the amount of days
needed to complete the project.
The gas services in conflict were found on November 19th, 2003 and a meeting was
established on November 20th, 2003 with Oncore Gas. Oncore finally completed
lowenng their services December 8th, 2003. We believe that time suspension or
extension of the contract time should be given from November 20th, 2003 through
December 8th, 2003, because work on the critical path could not be done. The contract
time of 75 calender days was tight enough to complete, as long as no conflicts arose.
Please find attached a revised schedule showing the Oncore Gas conflict and establishing
a new time frame. Should you need any further information, regarding this matter, please
