Box 478 Coppell, Texas 75019 214- 462 -0022 � ST�3 04- On June 24, 1996 the City of Coppell received information concerning the integrity of a bridge on Beltline Road over Grapevine Creek. It should be noted that the bridge is in the City of Dallas and not the City of Coppell. As such, I am providing back the information forwarded to the City of Coppell so that you can make appropriate changes and forward the information to the City of Dallas. Additionally, the City of Dallas, City of Coppell and Dallas County has been working for some time now on the design of Beltline Road from Denton Tap to MacArthur and are hopeful to start that project either later this year or the first part of next year. After receiving this information, I talked to Dallas County and there could be some additional meetings in the near future to discuss accelerating the Beltline Road project construction time table depending on the approach the City of Dallas takes to rectify the bridge. During regular inspection, one of the consultants detected some problems, and he has notified us in writing about one structure. This FAU structure is not within our jurisdiction and is not subject to our control, supervision or maintenance. Therefore, we are forwarding the inspection findings for the following structure for your information and use in carrying out your responsibilities for bridge maintenance, repairs, closures and weight limit postings: 8050 -18 -031 Beltline Road over Grapevine Creek In accordance with TxDOT Bridge Inventory, Inspection and Appraisal Program (BRINSAP) Manual of Procedures, we emphasize that the TxDOT is furnishing this information only for advise and assistance and no mandatory imposition is intended. Please be advised that, bridge inspection for fiscal year 1995 -96 will be over within the next six to nine months, and we will forward you the pertinent information of other structures within your jurisdiction as they become available. SUBJECT: DALLAS COUNTY FAU BRINSAP INSPECTION BRIDGE NO. 8050 -18 031, BELT LINE ROAD OVER GRAPEVINE CREEK, CITY OF COPPELL, TEXAS Gentlemen: I inspected the subject bridge on June 3, 1996. I noted that its sufficiency rating from last inspection is only 36.3. This bridge is old and has serious problems as follows: 1. There is severe scouring exposing the shafts for more than 5 feet and undercutting of the riprap causing it to slide. 2. The columns exhibit radial cracks which I think are due to the pressure of riprap sliding into them. I rated the substructure as condition rating 4, in that I think its structural capacity is affected. I strongly recommend that the bridge owning agency has a thorough engineering review done. The bridge is posted 28000, lbs. gross and 15000 lbs. axle , tandem; In addition I would like to see a speed posting of 25 mph or so. I feel that if this bridge is not upgraded it should be replaced.
