RE: Town Center Boulevard Construction Plans and Specifications / ST 95-02
Dear Mr. Koch:
Included with this letter is a copy of the specifications as I have revised them. I have reduced
the number of bid items by eliminating the ones that had a zero quantity and by combining some
of the other bid items, such as: eliminating the bid for sand and edge restraint for the brick
pavers and including that as subsidiary to the brick paver cost. I have also taken out the
reference to the Standard General Conditions of the Construction Contract as prepared by ASCE
and made all references to the North Central Texas Council of Governments Specifications.
I apologize for providing you with a diskette which included the aforementioned reference. But
we have recently revised our specifications to reference only the NCTCOG Specifications.
Because I have made extensive changes in the specifications, I can offer you two options at this
point: 1) you can review the specifications and make any necessary changes and seal the
specifications as part of the project; or 2) you can review the specifications to insure they are
in conformance with your intentions and with the plans as designed and have me seal the
specifications and you seal the plans. This is an option I have used on one other project.
However, it is not an option I like to use frequently.
As can be seen in the specifications, the City has set up the bid dates for this project and it is
our intention to begin the bidding on January 12, 1996 and to open bids at 2:00 p.m. on
February 9, 1996. On that timetable, the City anticipates awarding a contract on February 27,
1996 for the construction of Town Center Boulevard.
To make the final adjustments to the plans because of the problems we had with grade
differences associated with the Spine Road plans and some other minor discrepancies, the
following represents the changes that should be made to the plans before they are submitted to
the City for the bidding process.
1. A typical cover sheet should be provided.
2. Sheet 2 of 14, the brick pavers should be shown in the intersection.
3. Sheet 4 of 14, there needs to be a note to state "match existing paving" at the "By Others"
reference.
4. Sheet 5 of 14, remove the "RCP" on line ST-3 in the profile view.
5. Sheets 5, 6, 7, 8, & 9 of 14, need to reference a type of material to be used for the storm
drain pipe i.e., as per the specifications, the options are RCP, ADS N-12 or equivalent
Hancor product. That note should be on the plans somewhere on the reference sheets.
6. Sheet 8 of 14, the profile view of line ST--4 should be redrawn to be consistent with the line
as constructed with the Spine Road plans. Typically the upstream elevation at the end of the
pipe is 462.95 for the flow line and then the connecting point to line ST-3 remains at 460.61.
This produces a grade of approximately 1.25 percent. Also, the top of curb at the upstream
end where it connects to Spine Road should be 468.28. There should be a note that says
"match existing 36" RCP" at the "By Others" reference.
7. Sheet 13 of 14, because of our concern to tie into the existing water line on the south side
of Town Center Drive without taking the bank, that is currently under construction, out of
service, we had to construct the tee and the two valves at the east end of the proposed water
line. Therefore, the 8" tee and the two 8" valves at Station 13 + 71.54 of line W-1 should
be labeled as "By Others".
