1.01 Introductions/PACER
The meeting began at approximately 3:00 pm. Keith Marvin was
introduced to the Freese and Nichols staff.
1.02 Geotechnical Report

A copy of the Geotechnical report by Terra Mar was given to the City.
Ken Griffin discussed that a truck traffic of less than 15% is expected on
Bethel and minimal truck traffic is expected on Coppell. Ken stated that
the City typically uses an 8" thick concrete pavement on an 8" lime
stabilized subgrade, rather than the recommended pavements in the
. report. He also stated that the concrete pavement is typically a 3500 psi,
using 5 ½ sacks, and the lime stabilization is 45 lbs of lime. Freese &
Nichols will contact Terra Mar regarding this pavement and verify its
applicability.

1.03 ROW and Easements
Trish Harley questioned how the City handles construction and driveway
tie-ins that go beyond the ROW. Ken Griffin and Suzan Taylor stated
that they have "temporary slope easements" for tie-in slopes that go
beyond the ROW. For driveways that go beyond the ROW the City
works directly with individual property owners.
1.04 N. Denton Tap Intersection

Chris Moorman questioned moving the church driveway farther west for
safety and traffic flow purposes. Ken verified that this would be OK.
Ken Griffin stated that the sidewalk should not be against the back of the
curb. Adjustments to the sidewalk location east of the Grapevine Creek
bridge will be made.
1.05 Side Slopes In Vicinity of Grapevine Creek Bridge

Chris Moorman showed the approximate location of the tie-in slopes near
! the bridge and along the walls and landscaping of the neighborhoods. He
also showed the cross sections in those areas. Ken Griffin questioned if
the surveyor took vertical data at those walls, and stated that the walls
need to be shown on the cross sections.
1.06 Downtown Area
Tammy Hoelscher questioned if having ROW lines against sidewalks was JSF
acceptable. Ken Griffin verified this to be acceptable. Trish Hatley
questioned Scott Fisher regarding the sidewalk being located off of the
back of curb in the downtown area require more ROW. Scott Fisher
stated that this was in order to keep with the Master Plan, having street
lamps and trees in the space between the sidewalk and the back of curb.
Ken Griffin verified that this was still the intent, and that trees with deep
root systems or ornamental trees (as shown in the Master Plan) are
acceptable in that area. Scott Fisher also stated that throughout the
downtown the sidewalk widths vary to accommodate buildings and
parking, however the predominant width is 8'. Ken Griffin stated that
brick pavers are not to be used for the project, but stamped or textured
concrete per or similar to the city spec is acceptable. Scott Fisher
suggested the possibility of using regular concrete with ribbons of the

stamped concrete throughout the sidewalk to tie in the project as well as
to reduce cost for the city.
Ken Griffin stated that the driveway at Station 16+12 for the Farmers
Market must accommodate 18-wheelers, with a 30 foot minimum width
and appropriate turning radii.
Ken Griffin also stated that after the preliminary design he plans to set up
a meeting with the downtown merchants.
1.07 ROW
Trish Hatley questioned how the City wants to acquire prescriptive ROW.
Ken Griffin stated that the limits of prescriptive ROW include the
pavement and associated drainage. Trish Hatley verified this and stated
that this typically includes 50 feet. Ken Griffin stated beyond the 50 feet
a sidewalk easement should be obtained.
1.08 Drainage

The current drainage coordination on Bethel and Coppell roads was
discussed. Due to permitting issues the design in this area is slowed. In
order to not disturb the waters of the creek the possibility of a Conspan
bridge was suggested. Ken Griffin stated that this or other possibilities
may be acceptable and for Freese and Nichols to look into other
innovative ideas at the crossing of Coppell Road. He verified that the
drainage design on Bethel Road remains the responsibility of
Transystems. Trish Hatley discussed the differences between the existing
and current proposed water surface flood elevations at the Coppell Road
crossing and will verify these and send to Ken. Keith Marvin requested
to see the HEC-RAS models.
