Re Re uestfora Condtonal Letterof Map Revision (CLOMR) (~,\\ ~..,~ ?" ~-"tO0 /
on Old Denton Creek for - t<evisea
Dear Mr. Gdffin:
Enclosed please find a revised report and CLOMR application regarding the proposed improvements
along Denton Creek, specifically the channel designated as "Old Denton Creek." Please review the
report, endorse the FEMA application by signing MT-1 Form 3 where indicated (Section II), and notify
the undersigned that the documents may be forwarded to the FEMA contractor for Region VI (PBS&J)
with the appropriate fee. A copy of the report is enclosed for your file.
Included in this report is output from the HEC-RAS hydraulic model as revised, a disk containing input
data files, and proposed floodway mapping.
The base hydraulic model and floodway study for this portion of Old Denton Creek were conducted by
Nathan D. Maier Engineers, Inc. and approved by FEMA letter dated July 23, 1997. This effective
base FIS model (HEC-2 data) was obtained from Ms. Teresa Turner, Department of Engineering and
Public Works, City of Coppell. However, we recently received a copy of a Flood Insurance Rate Map
No. 48113C 0155 J, dated August 23, 2001. This map depicts the area of the study as having a
floodway extending the full width of the flood plain. This is contrary to the interpretation of the map
revised by LOMR No. 97-06-503P which showed the floodway well within the channel of Old Denton
Creek. If your office has the revised data that supported the change in the floodway delineation I
would appreciate your making this available since the effective model should be used in this analysis.
This data notwithstanding, please accept the documentation herein to permit revising the floodway
slightly so as to allow filling the channel of the small tributary on the subject tract.
Please note that no changes to the creek's hydrology or the channel's floodway proper are proposed
by the subject development. The only proposed fill is along a minor tributary to Old Denton Creek.
The model for the proposed fill indicates that the fill will result in no significant change in floodway
widths and n_~o increase in 100-year base flood elevation at off-site downstream or upstream locations.
A CLOMR-F application may be appropriate to remove the portion of the floodway from the FIRM and
we request your support for such an application. If you have any technical questions on this report,
please contact the undersigned at (214) 929-2763. Thank you for your consideration of this request.
Sincerely,
J. David Evans, P.E.

REQUEST FOR A
CONDITIONAL LETTER OF MAP REViSiON (CLOMR)
OLD DENTON CREEK
PROJECT: "ST. ANDREWS ESTATES"
A. General
The subject development proposes filling a portion of the floodway of Old Denton Creek
and creating building lots, as shown by the attached plat (Appendix A.) The City of
Coppell requires a hydraulic study prior to filling any delineated floodway.
This study was undertaken to provide the necessary technical data for issuance of a
Conditional Letter of Map Revision (CLOMR) for floodway reclamation along Denton
Creek in the City of Coppell, Dallas County, Texas, as shown by the Grading Plan at
Appendix B.
The required forms for this ~Request for a Conditional Letter of Map Revision" are
included in Section II. The technical information is provided as Appendices.
B. Purposes of Study and Report
The purpose of this study is a determination of the effects of filling the floodway of Old
Denton Creek. An objective of this report is to provide all necessary information for
obtaining a Conditional Letter of Map Revision (CLOMR) from the Federal Emergency
Management Agency.
C. Site Descri tion
"St. Andrew's Estates" is a proposed residential subdivision that includes a cul-de-sac
street. The site touches on the southern banks of Old Denton Creek about 1000 feet
downstream of MacArthur Blvd. The ten-acre site was originally developed by the City
of Coppell as a service center (warehouse and shops) and was sold to Holmes Builders,
Inc. in 2002.
D. Topoaraoh¥
A small tributary meanders through the subject property and enters the floodway of
Denton Creek/Old Denton Creek, creating a small appendage to the floodway and flood
plain. This is evident in the quadrangle maps shown at Figures 4a and 4b.
As documented by the referenced LOMR, there is a split in the channel just upstream of
MacArthur Blvd where a portion of the flow in Denton Creek enters the old channel,
called "Old Denton Creek." The newer channel was created by a Corps of Engineers
project with the old channel left to help carry less frequent, larger flows.
E. Hydrolof:ly
Denton Creek's contributory watershed area at a point just below its confluence with
Cottonwood Branch is 19.45 square miles with a peak discharge of 21,300 cfs for the
100-year storm event, according to the FIS. The referenced LOMR documented a split
in flow at the divergence of Old Denton Creek, such that the 100-year flood peak
discharge in the latter channel is determined to be 4000 cfs.
F. Hydraulics (Appendices E, F, G, I and J)
The effective model was adopted in its entirety from LOMR No. 97-06-503P, July 23,
1997. The data for the Old Denton Creek hydraulic model was obtained from Ms.
Teresa Turner of the Department of Engineering and Public Works in digital format. The
data was imported to HEC-RAS format and matched with the output produced in 1997.
Three cross-sections were added to the input in order to model the floodway in the small
tributary appended to Old Denton Craek's channel. One of the new cross-sections (Sta
236+00) lines up with the small tributary and cross-sections were selected just upstream
and downstream of its confluence with Old Denton Creek.
Analyses of the hydraulic characteristics of channel ware performed with the USACE's
HEC-RAS program (v6r. :~.1'.1.) By this model the probable water surface elevations
along the creek for the 100-year storm event were determined and compared for the
existing (pre-development) and proposed conditions. Refer to Appendix G in two pages.
Appendix F is an orthogonal view of the channel with the surface of the floodway
modeled,
G. Results and Conclusions
Comparing the flood elevations for the existing and proposed conditions, there is no
increase in 100-year flood elevation.
Based on the study output, the following conclusions can be made: The proposed
grading (Grading Plan, Appendix B) will not cause additional flooding at any location
along Old Denton Creek.
The CLOMR should be approved as shown by Appendix H.

Dear Mayor Sheehan:
This responds to a request that the Federal Emergency Management Agency (FEMA) revise the effective
Flood Insurance Rate Map (FIRM) and Flood Insurance Study (F1S) report for your community in accordance
with Part 65 of the National Flood Insurance Program (NFIP) regulations. In a letter dated May 6, 1997,
Ms. Sabine Borguet-Harris, Halff Associates, Inc., requested that FEMA revise the FIRM and FIS report to
show the eftixcts of corrections to the effective hydraulic analysis and effective FIRM and FIS report along
Denton Creek lmm just downstream of the convergence to approxilttately 1,450 feet upstream of the
divergence of Old Denton Creek and along Old Denton Creek from its. convergence with to its divergence
from Denton Creek. The corrections made as part of this revision are listed below.
The effective hydraulic analysis shows Denton Creek and Old Denton Creek share a common
floodplain. This study is incorrect because high ground separates Derlton Creek from Old Denton
Creek so that each stream has its own floodplain. As part of this revision, the effective hydraulic
analysis was separated so that each stream has its own hydraulic analysis.
The effective floodway analyses for Denton Creek and Old Denton Creek showed floodway topwidths
that were greater than the topwidths of the floodplain of the fiood having a 1-percent chance of being
equaled or exceeded in any given year (base flood). The topwidths were correcied as part of this
revision.
The effective floodway analysis for Old Denton Creek showed floodwhy tOpwidths that did not match
those shown on the effective FIRM. These discrepancies were corrected.
The cross-sectional distances shown in the effective hydraulic analyses along the revised reach for both
Denton Ct'eek and Old Denton Creek did not match the distance shown on the effective FIRN1 and
Flood Profile panels 08P, 09P, and 11P. These discrepancies were corrected.
The configuration of Denton Creek and Old Denton Creek in the effective hydraulic analysis did not
match the co~tguration shown on the effective FIRM. Minor changes were made to the geometry at
Cross Sections 23800, 24400, and 24700 to correct this discrepancy.
All data required tO complete our review of this reqtlest were submilZed with letters from Ms. Harris. Because
thi_s Letter of Map Revision (LOMR) is being issued to correct a mapping or study analysis error, tees were
not assessed for the review.
APPENDIX C
We have completed our review of the submitted data and the flood data shown on the effective FIRM and FIS
reporL We have revised the FIRM and FIg report to modify the elevations and the floodplain and floodway
boundary delineations of the base flood along Denton Creek from just downstream of the convergence to
approximately 1,450 feet upstream of the divergence of Old Denton Creek and along Old Denton Creek from
its convergence with to its divergence from Denton Creek. As a result of the modifications, the base flood
elevations (BFEs) along Denton Creek increased and decreased compared to the effective BFEs; the width of
the Special Flood Hazard Area ($FHA), the area that would be inundated by the base flood, decreased
compared to the effective SFHA width; and the width of the regulatory floodway increased and decreased
compared to the effective floodway width~ In addition, the BFEs along Old Denton Creek increased and
decreased compared to the effective BFEs; and the gFHA width decreased compared to the effective SFHA
width. All affected property owners were notified of the changes in BFE, SFHA width, and floodway width
in a public notice published in the Citizen's Advocate on February 14 and February 21, 1997. The
modifications are shown on the enclosed annotated copy of FIRM Panel(s) 0010 E, Profile Panel(s) 0BP. 09P.
and 11 P, and affected portions of the Summary of Discharges Table and Floodway Data Table. This LOMR
hereby revises the above-referenced panel(s) of the effective FIRM and the affected portions of the FIg report,
both dated April 15, 1994.
The modifications are effective as of the date shown above. The map panel(s) as listed above and as modified
by this letter will be used for all flood insurance policies and renewals issued for your community. The
changes in BFEs, when rounded to a whole foot, are equal to zero; therefore, we will not republish the BFEs.
A review of the determination made by this LOMR and any requests to alter this determination should be made
within 30 days, Any request to alter the determination must be based on scientific or technical data.
Because this LOMR will not be printed and distributed to primary users, such as local insurance agents and
mortgage lenders, your community will serve as a repository for these new data. We encourage you to
disseminate the information reflected by this LOMR throughout the community, so that interested persons,
such as property owners, local insurance agents, and mortgage lenders, may benefit from the information.
We also encourage you to prepare a related article for publication in your community's local newspaper. This
article should describe the assistance that officials of your community will give to interested persons by
providing these data and interpreting the NFIP maps.
We will not physically revise and republish the FIRM and FIS report for your community to reflect the
modifications made by this LOMR at this time. When changes to the previously cited FIRM panel(s) and FIS
report warrant physical revision and republication in the future, we will incorporate the modifications made
by this LOMR at that time.
The floodway is provided to your community as a tool to regulate floodplain development. Therefore, the
floodway modifications described in this LOMR, while acceptable to FEMA, must also be acceptable to your
community and adopted by appropriate community action, as specified in Paragraph 60.3(d) of the NFIP
regulations.
This LOMR is based on minimum floodplain management criteria established under the NFIP. Your
community is responsible for approving all floodplain development, and for ensuring all necessary permits
required by Federal or State law have been received. State, county, and community officials, based on
knowledge of local conditions and in the interest of safety, may set higher standards for construction in the
SFHA. If the State, county, or community has adopted more restrictive or comprehensive floodplain
management criteria, these criteria take precedence over the minimum NFIP criteria.
pa~e 2 of 9
This determination has been made pursuant to Section 206 of the Flood Disaster Protection Act of 1973 (Public
Law 93-234) and is in accordance with the National Flood Insurance Act of 1968, as amended (Title Xlll of
the Housing and Urban Development Act of 1968, Public Law 90-448), 42 U.S.C. 4001-4128, and 44 CFR
Part 65. Pursuant to Section 1361 of the National Flood Insurance Act of 1968, as amended, communities
participating in the NFIP are required to adopt and enforce floodplain management regulations that meet or
exceed minimum NFIP criteria. These criteria are the minimum and do not supersede any State or local
requirements of a more stringent nature. This includes adoption of the effective FIRM to which the regulations
apply and the modifications described in this LOMR. Our records show that your community has met this
requirement.
A Consultation Coordination Officer (CCO) has been designated to assist your community. The CCO will be
the primary liaison between your community and FEMA. For information regarding your CCO, please
contact:

The decrease in peak discharge with an increase in drainage area for some
streams is due to watershed shape and/or overbank storage effects.
3.2 Hydraulic Analyses
Analyses of the hydraulic characteristics o~ ~loddlng from the
sources studied were carried out to provide estimates of the
elevations of floods of the selected recurrence intervals.
Cross sections were obtained from Texas State Highway Department
bridge plans, field surveys, and studies prepared by Albert H. Halff
and Associates, Inc., URS Engineers, Nathan D. Maier and Associates,
Inc., Freeze and Nichols, and Caffey and Morrison, Inc.
Locations of selected cross sections used in the hydraulic analyses
are shown on the Flood Profiles (Exhibit 1). For st s
