ANDREWS ESTATES" A. General The subject development proposes filling a portion of the flood plain of Old Denton Creek and creating building lots, as shown by the attached plat (Appendix A.) The City of Coppell requires a hydraulic study odor to filling any delineated flood plain. This study wes undertaken to provide the necessary technical data for issuance of a Conditional Letter of Map Revision (CLOMR) for flood plain reclamation along Denton Creek in the City of Coppell, Dallas County, Texas, as shown by the Grading Plan at Appendix B. The required forms for this "Request for a Conditional Letter of Map Revision" ara included in Section II. The technical information is provided as Appendices. B. Purposes of Study and Report The purpose of this study is a determination of the effects of filling the flood plain of Old Denton Creek. An objective of this report is to provide all necessary information for obtaining a Conditional Letter of Map Revision (CLOMR) from the Federal Emergency Management Agency. C. Site Description "St. Andrew's Estates" is a proposed residential subdivision that includes a cul-de-sac street. The site touches on the southern banks of Old Denton Creek about 1000 feet downstream of MacArthur Blvd. The ten-acre site was originally developed by the City of Coppell as a service center (warehouse and shops) and was sold to Holmes Builders, Inc. in 2002. D. Toooaraohv A small tributary meanders through the subject property and enters the flood plain of Denton Creek/Old Denton Creek, creating a small appendage to the flood plain. This is evident in the quadrangle maps shown at Figures 4a and 4b. As documented by the referenced LOMR, there is a split in the channel just upstream of MacArthur Bird where a portion of the flow in Denton Creek enters the old channel, called "Old Denton Creek." The newer channel was created by a Corps of Engineers project with the old channel left to help carry less frequent, larger flows. E. Hydrology Denton Craek's contributory wetershed area at a point just below its confluence with Cottonwood Branch is 19.45 square miles with a peak discharge of 21,300 cfs for the 100-year storm event, according to the FIS. The referenced LOMR documented a split in flow at the divergence of Old Denton Creek, such that the 100-year flood peak discharge in the latter channel is determined to be 4000 cfs. F. Hydraulics (Appendices E, F, G, I and J) The effective model was adopted in its entirety from LOMR No. 97-06-503P, July 23, 1997. The data for the Old Denton Creek hydraulic model was obtained from Ms. Teresa Turner of the Department of Engineering and Public Works in digital format. The data was imported to HEC-RAS format and matched with the output produced in 1997. Three cress-sections were added to the input in order to model the flood plain in the small tributary appended to Old Denton Creek's channel. One of the new cross-sections (Sta 236+00) lines up with the small tributary and cross-sections were selected just upstream and downstream of its confluence with Old Denton Creek. Analyses of the hydraulic characteristics of channel were performed with the USACE's HEC-RAS program (ver. 3.1.1.) By this model the probable water surface elevations along the creek for the 100-year storm event were determined and compared for the existing (pre-development) and proposed conditions. Refer to Appendix G in two pages. Appendix F is an orthogonal view of the channel with the surface of the flood plain modeled. G. Results and Conclusions Comparing the flood elevations for the existing and proposed conditions, the greatest change between the two outputs was a difference of 0.03 feet (3~8 inch) at Station 236+00 lower for the proposed conditions. This can be explained by the action to remove an expansion and contraction which serves to increase the flow rate in the narrower channel. However, the floodway is not altered at all. Based on the study output, the following conclusions can be made: The proposed grading (Grading Plan, Appendix B) will not cause additional flooding at any location along Old Denton Creek. In a letter dated May 6, 1997, Ms. Sabine Borgnet-Harris, Halff Associates, Inc., requested that FEMA revise the FIRM and F1S report to show the effects of corrections to the effective hydraulic analysis and effective FIRM and FIS report along Denton Creek t¥om just downstream of the convergence to approximately 1,450 feet upstream of the divergence of Old Denton Creek and along Old Denton Creek from it5 convergence with to its divergence from Denton Creek. The corrections made as part of this revision are listed below. The efl'~:ctive hydraulic analysis shows Denton Creek and Old Denton Creek share a common floodplain. This study is incorrect because high ground separates Denton Creek from Old Denton Creek so that each stream has its own floodplain. As part of this revision, the effective hydraulic analysis was separated so that each stream has its own hydraulic analysis. The effective floodway analyses for Denton Creek and Old Denton Creek showed floodway topwidths that were greater than the topwidths of the floodplain of the flood having a l-percent chance ol being equaled or exceeded in any given year (base flood). The topwidths were corrected as part of this revision. The effective floodway analysis for Old Denton Creek showed floodway topwidths that did not match those shown on the effective FIRM. These discrepancies were corrected. The cross-sectional distances shown in the effective hydraulic analyses along the revised reach for both Denton Creek and Old Denton Creek did not match the distance shown on the effective FIRM and Flood Profile panels 0BP, 09P, and 1 IP. These discrepancies were corrected. The configuration of Denton Creek and Old Denton Creek in the effective hydraulic analysis did not match the configuration shown on the effective FIRM. Minor changes were made to the geometry at Cross Sections 23800, 24400, and 24700 to correct this discrepancy. All data required to complete our review of this request were submitted with letters from Ms. Harris. Because this Letter of Map Revision (LOMR) is being issued to correct a mapping or study analysis error, fees were ndt assessed for the review. APPENDIX C 2 We have completed our review of the submitted data and the flood data shown on the effective FIRM and report. We have revised the FIRM and FIS report to modify the elevations and the floodplain and floodway boundary delineations of the base flood along Denton Creek from just downstream of the convergence to approximately 1,450 feet upstream of the divergence of Old Denton Creek and along Old Denton Creek from its convergence with to its divergence from Denton Creek. As a result of the modifications, the base flood elevations (BFEs) along Denton Creek increased and decreased compared to the effective BFEs; the width of the Special Flood Hazard Area (SFHA), the area that would be inundated by the base flood, decreased compared to the effective SFHA width; and the width of the regulatory floodway increased and decreased compared to the effective floodway width~ In addition, the BFEs along Old Denton Creek increased and decreased compared to the effective BFEs; and the SFHA width decreased compared to the effective SFHA width. All affected property owners were notified of the changes in BFE, SFHA width, and floodway width in a public notice published in the Citizen's Advocate on February 14 and February 21, 1997~ The modifications are shown on the enclosed annotated copy of FIRM Panel(s) 0010 E, Profile Panel(s) 0BP. 09P, and lIP, and affected portions of the Summary of Discharges Table and Floodway Data Table. This LOMR hereby revises the above-referenced panel(s) of the effective FIRM and the affected portions of the FIS report, both dated April 15, 1994. The modifications are effective as of the date shown above. The map panel(s) as listed above and as modified by this letter will be used for all flood insurance policies and renewals issued for your community. The changes in BFEs, when rounded to a whole foot, are equal to zero; therefore, we will not republish the BFEs. A review of the determination made by this LOMR and any requests to alter this determination should be made within 30 days.
