St. Andrews Estates
Site Visit 1/27/04 at 1:30 p.m.
Upon arrival at location it was noticed that the existing screen wall has been removed, the
landscaping adjacent to the screen wall has been removed, as well as disturbance in the drainage
channel which flow exits this property to the Estrada property to the west. The disturbance has
disrupted the low flow area and is in need of immediate attention.
I observed that the existing services to the site:
Water
Sanitary Sewer
Electric Power
Underground Gas
Oil / grease traps
are still apparently in service and have not been properly disconnected or removed. Demolition is
taking place in, around and above these areas. Demolition seems to be located in 3 areas: the two
existing structures, the existing paving and driveway area, and the unpaved area from the buildings
south to Deforest Rd.
Concerns; I was unable to ascertain if
· a demolition permit exists
· a set of drawings from the civil engineer that has been review & approved by Eng. Dept.exists
· tree removal and mitigation permit exists
It would appear that there are a number of violations, relating to the City, state of TX and FEMA. It
is my opinion that the owner/operator needs to take positive action immediately to be in compliance.
