Dear Mr. Latta,
Explorer Pipeline (Explorer) owns and operates a 12-inch high-pressure products pipeline
that crosses your proposed project area. The pipeline flows at rates of up to 3,600 gallons
per minute at pressures up to 1,285 psi. There is considerable hazard associated with
hitting our pipeline. Explorer's biggest concerns are public safety, protection of our
pipeline from third party damage and ensuring access to our pipeline for future
maintenance purposes. You are encouraged to follow our specifications for
encroachment covered in the attached form EPL-331, Rev. l. These specifications should
serve as guidelines when contemplating work within Explorer's easement.
The location and depth/elevation of Explorer's pipeline should be incorporated into ail
proposed plans. This information can be obtained by coordinating a time for your
surveyor to meet on site with an Explorer representative.

the following warning conspicuously displayed on al_!l construction prints involving
Explorer's pipeline:
"WARNING!!! Explorer's 12-Inch High Pressure Petroleum
Products Pipeline. Contact Greenville Area Manager at (903)
527-1262 at least 48 Hours Prior to Any Construction Near
Pipeline"
As soon as preliminary plan and profile drawings for this project are available, please
forward a set for review. Upon receipt and evaluation of plans, Explorer's specific
protection requirements will be determined and, if necessary and encroachment or
alteration agreement will be prepared for execution by the appropriate party,
Explorer appreciates you notifying us early in the project and asks that you keep us
informed of any new developments with this project. We look forward to assisting with
