I apologize for not getting back to you sooner.
1. Regarding the driveway for the Senior Center and proposed parking
changes across Coppell Road:
After discussing with TrJsh the points you brought up in your last
email, we determined that keeping the driveway to the back of the Senior
Center could be accomplished. Attached is a PDF drawing of the current
preliminary design without the ddve (drawing 1) and a preliminary
design with the drive (drawing 2). However, the head-in parking across
the street presents a safety hazard with the proposed right turn lane at
the Bethel Road intersection. It appears that adding the drive would
eliminate 5 on-street parking spots. In order to compensate for the
lost parking spaces, it could be considered to add parking along Coppell
to the north as far as the topography would allow to satisfy City and
ADA parking requirements. Whether we add parking or not, there is a wye
inlet (drawing 3) affecting design as well as some regrading that may
need to be considered.
2. Regarding coordination with Transystems - proposed box culvert under
Bethel Road:
Attached is a PDF sketch of the current preliminary profile of Bethel in
that area (drawing 4). We are in the process of running cross sections
and will likely be making adjustments to this alignment in the future.
However, because of the proximity to the box culvert (top of pavement at
the Iow spot is 1' over the top of the box culvert) we are treating this
culvert as a direct traffic culvert. Does this match what Transystems
is proposing?

In looking at the layout of the parking with the Parks Director, we
realized that there is not any access to the parking lot behind the
Senior Center building. There is an existing ddve there that needs to
remain. We also need to determine if we can have any angle parking
across the street from the Senior Center. The layout shows all of that
parking going away.
