Griffin, P.E., Director of Engineering/Public Works January 13, 2004 Consider approval of payment to Dallas County for the City of Coppell's 20 percent share of the Congestion Mitigation and Air Quality Improvement project at the intersection of MacArthur Blvd. and Belt Line Rd. in the amount of $51,477.98, as provided for in Capital Improvement funds. In tide mid 1990's, thc City of Coppcll obtained a Congestion Mitigation and Air Quality hnprovement (CMAQ) grant that covered various intersections throughout the City of CoppelI. Initially some of tbose projects were located along Sandy Lake Road and along Belt Line/Denton Tap Road. Because of thc timing of thc funding, several of those intersections have already been improved either through other City projects or by private developers. Thc last remaining improvement prqject is the intersection of MacArthur Blvd./Belt Line Rd. This project will provide for a dedicated dual left-turn lane for southbound MacArthur Blvd. to facilitate eastbound movement on Belt Line Rd. in thc morning honrs. To accomplish the widening of thc intersection, a portion of the raih'oad tract needs to be replaced along with the replacement o£ the raih-oad crossing arms mad the controller for the railroad crossing. In anticipation of this project, the City of Coppell has prepared a prelmfinary design for MacArthur Blvd. that adds a third southbonnd lane from the end of this project northward to the intersection of Bethel School Rd. The combination of these two projects will facilitate southbound traffic, especially in the morning hours. The total cost of this improvement is approximately $417,715. Once this payment is made, the City's total cost of the project will be $83,543. Again, this is 20% of the project. This prqject has all approvals in place from the State and Dallas County and bids have been received by Dallas County. City of CoppeIl 255 Parkway Blvd. Coppell, Texas 75225 Subject: Dallas County Congestion Mitigation and Air Quality Improvement (CMAQ) Program Additional Estimated Escrow Request for Construction -Project 10 Dear Mr. Griffin: We have been informed by TxDOT that there is additional estimated construction escrow that needs to be collected for the intersection of MacArthur Boulevard at Beltline Road. We previously collected from the City of Coppell in the amount of $32,065.14 £or improvements. Please see attachment I dated September 29, 2003 for details. In order for the construction to proceed as scheduled, we request that the City expedite payment in the amount of $51,477.98. This represents the additional 20% amount (local share) of the construction project costs and the remaining 80% will be paid by FHWA as shown per attachment 2. We have been made aware by TxDOT that the bid opening was held last week and they are ready to award the contract. We need a firm commitment from yoor City by Friday, December 12 2003 that you will proceed with the project and funding as stated above otberwise TxDOT will be forced to not award this project due to lack of local funding.
