We have made the revisions requested in your letter of December 16, 1994. I have also enclosed the original marked set of plans as requested. Per our telephone conversation of January 11, 1995, sidewalks will not be added to the Grapevine Creek bridge. Additionally, 3:1 cut~ll slopes arc to be used everywhere except within the City of Coppell where 4:1 slopes will be used. Top and toe of dopes falling within the right- of-way am not shown for clarity at the 1"=100' scale. We offer the following responses regarding commentS in your letter and on the Plans: Entrances to the Riverside Church of Christ have been added along Belt Line Rd as well as Northlake Drive; , Currently, the entire proposed alignment is contained within the existing fight-of- way with the exception of the free right turn lane at the southwest ~ of MaleArthur Blvd and Belt Line Rd. The existing right-of-way has a m~nimum width of 120 feet. It was necessary to widen the right-of-way 5 feet in the area of the aforementioned free fight turn lane in order to maintain a 10--foot wide parkway. Sufficient right-of-way exists at Moore Road and Mockingbird Lane to add the free right turn lanes without obtaining additional right-of-way. However, an easement will be required from DART at each location as well as at the northeast comer of MacArthur BIrd and Belt Line Rd. According to F-l!zabeth Kaxahan, with TUE, the spur track is not currently in use however, there are no plans for removal or abandonment As such, we have accounted for the spur tack in the preliminary profile however, we have not pursued additional detailing of the crossing. Ftmher discussions with TU Electric will be required during preliminary design. Dallas County and the City of Coppell will be invited to these discussions. As requesl~l, a 60-foot wide median opening has been added at approximate Sta 116+03 to align with the proposed Valley Ranch Plaza development to the south. Please be aware that the nose-to-nose distance to the MacArthur Blvd median opening is 355 feel This is 65 feet less than City of Coppell standards for median opening spacing. Therefore, we recommend a westbound left turn lane be. placed at this location, Sheet 3 of the plans contains a note questioning the proposed grades Cast of the TU Electric spur. track. The grades have been set as low as possible given the constraints on Stopping Sight Distances (i.e. K-values) for it 50 MPH design speed and the current elevation of the spur track Sheet 3 also contains a note regarding the .ownership of the land between the existing pavement and the DART right-of-way. According to our research, this property is owned by Dallas County as pan of the existing Belt line Road right-of- way. The right-of-way width varies between Sta 44+00 and approximate Sta 105+00. Drainage beneath the TU Elecu'ic entrance will be handled with a culvert. Overland drainage flow is directed towards Belt Line Road at Sta 68+00. Halff Associates has reviewed the location of the proposed drainage easements. The drainage easements have been revised and expanded to accommodate interceptor sWales along the larger u'acts of land draining to the right-of-way.
