Schneberger P.E., Project Engineer Dallas County Public Works 411 Elm Street Dallas, Texas 75202 Re: Beltline Road MacArthur @ Denton Tap ST 93-04 Dear Ms. Schneberger: Thank you for allowing the City of Coppell to review the alignment study prepared by Albert Halff and Associates. With this letter, I am providing several comments and areas of concern that the City has. The only concern I have with the comments by Dallas County is in regards to the extra wide median opening at Moore Road. That will be addressed later on. The following represents the concerns by the City of Coppell: 1. Show the location of the Riverside Church of Christ driveway access to Beltline Road immediately west of Northlake Drive. This could affect the location of the low point inlet i.e., it could be aligned with the driveway. 2. You should attempt to maintain a 35 to 40 foot radius for Northlake Drive and the two driveways to the east. This is intensive industrial truck traffic and the smaller radius will be inadequate to serve the area. 3. A left turn lane should be provided to serve the existing 15 foot driveway at Station 13 + 75. 4. City of Coppell details only require a 110 foot of right-of-way. If the City will be purchasing right-of-way, then I would request that only 110 feet of right-of-way be required and that 5 feet be removed from the parkway on each side. If additional footage is needed for sloping purposes, then it should be obtained as an easement, as opposed to right-of-way. In conjunction with the 110 feet, the City of Coppell also requests that the right-of-way be widened to 130 feet at the Moore, Mockingbird and MacArthur intersections. This is also per our subdivision requirements. 5. Will the railroad crossing at Station 39 + 15 be upgraded with this project? If so, will it be required to have the crossing gates and lights? 6. Please show the existing and proposed right-of-way. 7. Please comment as to why the roadway is arbitrarily elevated between Station 40+00 and Station 49 +00. It appears that because we are raising the street elevation that it is requiring us to obtain a slope easement on the south side of the road. 8. The City of Coppel requires a 150 foot minimum left turn storage for signalized intersections. This will come into effect at Moore. Mockingbird and MacArthur. 9. The City of Coppell has a concern with the wide median opening at Moore Road. We request that the median be extended to approximately Station 61 +00 and that some consideration be given to realigning Moore Road so that it intersects Beltline at 90 degrees, as opposed to on a skew. We know that by extending the median. the current driveway to the Northlake Power Generating Plant will not have a median opening. For the long term benefit and traffic considerations for Beltline. it would probably be in the best interest of Noahlake to try to obtain a driveway opening east of their existing driveway that better aligns with Moore Road. 10. Because of the traffic flow considerations in Coppell, i.e., in the morning everyone leaves town southbound and returns in the evening northbound, the City requests that consideration be given to providing a free right turn lane at Moore Road and Mockingbird Lane. 11. The low chord for the bridge should be 462 not 461 as shown. 12. I am somewhat concerned about the bridge section shown. Are we not providing any type of railing and/or any sidewalks with this bridge? It appears the bridge will need to be wider to accommodate both the railings and the sidewalks. We may need to have additional discussions concerning this bridge section. 13. During the platting of property at the southwest corner of MacArthur and Beltline, the City worked in conjunction with the developer to provide a median opening approximately 400 feet west of the MacArthur/Beltline intersection. I am providing a copy of the most current site plan to show the location of that proposed median opening. The City requests that the median opening be shown and constructed as pan of these plans. 14. At the transition to MacArthur Blvd. will the ultimate six lane section of Beltline be constructed to provide for the transition to the east side of MacArthur?
