ST9304-CS 940323TO~ From: MEMORANDUM Jim Witt, City Manager Kenneth M. Griffin, P.E., Assistant City Manager/City Engineer Beltline Road Realignment Date: March 23, 1994 At the March 22, 1994 City Council meeting, Peyton Weaver expressed concern about the status of the Bel~ine Realignment Subcommittee. This is an update of the status. I have been in contact with Don Blackwood and Henry BillingsIcy, the owner of the property on the south side of Beltline, concerning the realignment. The last meeting of the Subcommittee was on December 23, 1993. At that meeting, several additional alternatives were presented to Mr. BillingsIcy. Mr. Blackwood and Mr. BillingsIcy stated that they would evaluate the information and respond to the City as to whether or not it was still a viable option to realign Beltline Road. Mr. Blackwood contacted me on March 8th. He apologized for the delay in responding to the City, but both he and Mr. BillingsIcy had been out of the country. He stated that after reviewing the information and looking at the financial end of it, it was their opinion that the realignment did not make economical sense. The bottom line of the conversation was that Beltline should not be realigned. I requested a letter and he stated they may want to meet again and that he would call later in the week to set up a meeting. After not hearing from Mr. Blackwood for approximately two weeks, I called Mr. Billingsley on March 22rid. He stated that he was also of the opinion that we should not realign Bel~ine Road because it did not make economical sense. He stated that he would draft a letter to that effect and mail it to me as soon as possible. Mr. Billingsley did not indicate the need for a follow-up meeting. I am currently waiting for a letter from Mr. BillingsIcy. Once I have received that letter, it will be processed to the Beltline Realignment Subcommittee. If each person is in concurrence with the letter, I will then process it to Council for final action. After final Council action, Dallas County can award a design contract and we can move forward with designing and possibly constructing Beltline Road in the foreseeable future.
