Warren Addition-CS 890925 (2) GINN, INC. September 25, 1989 Mr. Steve Goram City of Coppell P.O. Box 478 Coppell, TX 75019 Re: Warren Court Cul-de-Sac Dear Mr. Goram: CON INEERS Under separate cover, we recently provided executed copies of a change order for construction of the proposed concrete cul-de-sac at the end of Warren Court. This change order is proposed to be added to the Bethel School Road/Pelican Lane Drainage Improvements contract in an amount of $9,500. We based our recommendations on the following. We investigated the alternatives of bidding versus negotiating the change order and found negotiation to be more advantageous to the city. It is more expedient and economical to have the contractors for the Bethel School Road/Pelican Lane project do the work. They are already doing work in the City, they are familiar with ordinances and City standards, and they are bonded. We have verified their credentials and references and have no problems with allowing them to do the work. If bidding the project was selected as an alternative, in our opinion, the costs would escalate beyond the $9,500 proposed by this change order. Additionally, the delays caused by the bidding process would have a negative impact on the time frame of the construction. By the quickest means possible, in bidding scenario, it would take a minimum of 4 to 6 weeks before any work could be done. If this change order is approved, the Contractor could begin work within a week. We have reviewed the proposed change order and recommend that the City accept the proDosal from SYB Construction Co., Inc., Arlington, Texas, in the amount of $9,500.
