Attached to this fax is a copy of the Final Plat Check List. Note that the third page is
entitled "General Engineering Plan Review Process". The first paragraph discusses the
reason for plans during the DRC process and ends with the statement "The DRC process is
not a full engineering review." The second arrow down, entitled "Al~er site plan and final
plat approval by City Council", discusses the plan submittal review process. The second
sentence states "Review will not begin until after final plat approval by City Council." As
I have stated in our previous conversations, if in our opinion the project is moving ahead,
then we may start review prior to the final Council approval. The decision is generally
based on the issues raised at P&Z and Council when the preliminary plat goes through. If
there is strong support for the project and little or no opposition then we generally will
allow plans to be submitted for review. If there are numerous issues raised during the
preliminary plat approval and some opposition, then we generally will not expend staff
time reviewing plans when the project may not receive final approval.
In your case, there was no opposition, so we allowed plans to be submitted for review. If
you would like us to follow our process that requires final plat approval prior to plan
review, please let me know and I will place your plans on hold until Council approval of
the final plat. If you wish your plans to be reviewed at this time, please let Scott Latta
know so he can place your plans in the review process.

DRC Review
· Engineering will review development plans for mal'or issues concerning right-of-way, easements, traffic, utilmes,
floodplains and other project-specific engineering issues. The DRC Review is not a full engineering revtew.
After Site Plan and Final Plat approval by Planning and Zoning Commission
· Engineering Department will consider approval of early grading
1. Submit grading plans for review including: cover sheet, plat, grading plan, and erosion control sheets.
2. If approved, pay grading inspection fees (prow'de copy of contract to Engineering Dept.); grading inspection
.fees will be calculated as 2% of grading contract cost.
Complete early grading permit at Engineering Dept and provide copy of N. 0. I & TPDES General Permit (if
required}.
4. Developer/owner holds City harmless for any adjustments in grading tdentoTed dunng plan review/Council
action if commencing early grading.
5. Grading preconstruc#on conference required pr~or to commencing dirt work.
After Site Plan and Final Plat approval by City Council
· Submit civtl plans for rewew (see Subdivision Ordinance for required elements of c~vil plans). Review will not
begin until final plat approval by City Council. However, minor revtsions may be necessitated by engineering
review, therefore, the plat should not be prepared for filing with the County O' e. obtaining franchise utility
signatures) until after the first engineering revtew.
Allow 2-3 weeks [or each plan review and expect 2+ iterations.
· Schedule meeting with Engineering staff to resolve major issues.
· Impact fees are assessed by the Engineering staffand submitted in writing to Protect Engineer.

note that under Senate Bill 243, the Texas Legislature delayed the collection of Water and Sewer Impact fees
until the issuance of a Building Permit. Water and Sewer ~mpact fees are to be pard to the Building
Inspections Department, 500 Southwestern Blvd
2. Plans will not be approved before payment of roadway & park impact fees (if applicable) and inspection fees
(provide copy of contract to Engineering Dept.}; inspection fees will be calculated at 2% of contract cost for
private work and 4%.for work in the public right-of-way or easements.
After approval of Engineering Plans
· Plans wtll be signed and stamped by Engineermg staff
· Preconstrucfion conference required prior to beginning construction.
!Possible delays in the Plan approval process
· Floodplains: Development must comply with the City of Coppell Floodplain Management Ordinance.
1. Will a LO34R be required? If so, allow time for the review of these studies by the City and FEMA.
Development may commence upon receipt of CLOMR from FEMA.
2. W~ll a LOMA be needed? If so, work directly with FEM.& Work may commence upon receipt of LOM.4 from
FEMA.
· Corps of Engineers, CDC and EPA permitting - allow time for the permitting process; provide copy of NOl to City
prior to commencing work.
· Right-of-way use agreements, off-site easements, public /mprovement districts and other property agreements -
allow time .for these processes.
