Subject: Speed Zoning in the City of Carrollton, Lewisville, and Coppell
Dear Mayor Sheehan:
Attached for your information and further handling is a blue line print of the
speed zone study on SH 121' By-Pass in the City of Coppell. We believe the
recommended speeds will correspond closely to the speeds at which the normal
and prudent driver will drive under the existing conditions.
Also attached for your information is a sample speed zone ordinance that might
serve as a guide in the preparation of your speed zone ordinance. We will also
furnish and install the necessary signs at the proper locations upon receipt of the
signed ordinance from the City of Coppell establishing the new speed limits.

RE: SPEED LIMITS on S.H. 121 By-Pass
Dear Mayor Mitchell:
Recently your City received information from TxDOT concerning establishing 55-mph speed zones
along S.H. 121 By-Pass between Denton Tap Road and MacArthur Blvd. That portion of S.H. 121 By-
Pass is within the corporate city limits of Lewisville; however, the majority of the development that is
taking place along that portion is within the City of Coppell. As you are aware, Coppell abuts the south
side of the eastbound frontage road of S.H. 121 By-Pass. Current development along the south side of
S.H. 121 By-Pass includes five residential subdivisions and one elementary school and one middle
school. Because of the development within the City of Coppell, between Denton Tap Road and
MacArthur Blvd., the City of Coppell respectfully requests that the City of Lewisville not approve any
ordinances establishing speed limits greater than the current 45-mph. It is our opinion that the higher
speed limits could be detrimental to the safety of the motoring public as they attempt to maneuver into
and out of the adjacent residential developments, the elementary school and the middle school.
It is my understanding that this item will be discussed at your January 18, 2000 City Council meeting
for approval. Again, prior to considering changing the speed limits along S.H. 121 By-Pass, please
take into consideration the concerns of the City of Coppell and its citizens.
