The current parcel of land is approximately 73-feet wide and is somewhat centered within the intersection of Bethel Road and north Coppelt Road. There is some evidence that a driveway at one time existed on the east side of the property. The inclusion of a driveway within an intersection is not something that would routinely be approved by any municipality. However, in this situation it does appear to be the only way to provide access to this parcel of land. Realizing that there will be a driveway within the intersection, my utmost concern is for the safety of vehicles entering and/or exiting the driveway. Based on our conversation, the approval of a driveway within this intersection is somewhat limited to what I would classify as a tow volume usage. This could be a residence and/or office building. If a high turnover retail/commercial user were to develop this property, there would be some concern for the concept that will be described later on in this letter. Assuming that a residence and/or low volume user will take possession of the land to develop it, the City will allow a driveway on the east side of the property generally centered within the intersection of Bethel Road and Coppell Road. The driveway will be allowed under the following stipulations: 1. When the driveway is constructed it must have a concrete approach; 2. Detector loops must be placed within the concrete approach; 3. Detector loops must be wired to the City's controller box at the intersection; 4. Approved signal heads must be provided on the traffic signal pole at the northwest comer of the intersection facing the driveway. The developer of the property would be responsible for these components and costs and would need to coordinate with the Traffic Division of Public Works prior to the installation of the components. In essence, the driveway would operate as follows: The intersection would continue to function as a three-legged intersection for the majority of the time. At such time as a vehicle is attempting to exit 501 Bethel Road, it would trip the loop in the drive approach sending a signal to the controller box, 255 pArKWAY 1~ PO BOX B4?B 1~: COPPELL TX 75019 1~ TEL 972/462 0022 ~ FAX 972/304 3673 that would turn the southbound Coppell Road and the east/west Bethel Road traffic signal to red allowing a vehicle to exit the site safely within the intersection. My hope is that once this property does redevelop that it can be combined with adjacent properties and provide complete ingress/egress that does not force a driveway within the intersection of Coppell Road/Bethel Road. However, given the fact that it is only 73-feet wide and has access only to Bethel Road, driveway access will be allowed along the east side of the property with the above stated stipulations.
