Jefferson, Room 218 Dallas, TX 75203 Re: Sandy Lake Road Project Dear Mr. Battad: # ST 93-02 This letter is written in response to your October 27, 1997 letter concerning comments on the proposed Interlocal Agreement for Sandy Lake Road. As we discussed in our telephone conversation, I am concerned that the City of Dallas has not included payment of a design fee in their revisions to the Interlocal Agreement. Coppell's original contract with Rady (ICtmley-Horn) did not anticipate designing 10160 feet of the 30" water line. The exact wording in our contract with Rady was included in Scope of Services B, Phase Two, Preliminary Design 3f which states "Determine impact of street grades and storm drain improvements on the existing 30" water line. Develop a preliminary design to lower segments of the 30" water line to avoid conflicts. Review location of and impact that the relocation of the line has on air/vacuum release valves. Determine new location of air/vacuum valve riser pipes and possible vaults around valves. "(copy enclosed) We did anticipate lowering some segments of the water line, but what started out as a simple project has evolved into a complete design of the City of Dallas 30" water line. The current design includes, not only the engineering to design the pipe but also additional surveying and construction services. Kimley-Horn's initial design of Sandy Lake showed lowering 5,372 linear feet of 30" water pipe. The design for that lowering was substantially less detailed than the current design because it anticipated lowering the line in the same location. That initial design was provided to the City of Coppell as required by our contract with Kimley-Horn. When it was determined that the entire 10,160 feet of water line would be redesigned and relocated, the initial design of 5,372 feet was discarded. In designing the entire water line not only did the water line need to be designed, but portions of the storm sewer along Sandy Lake Road had to be redesigned to accommodate the lowering of the 30" water line. Because the scope of the project has changed, Kimley-Horn has presented the City with a proposed revision to our contract for the design of the City of Dallas 30" water line. The requested revision to the contract is in the amount of $165,000. It is the City of Coppell's opinion that the requested $165,000 increase to the contract should be paid for by the City of Dallas in conjunction with the Interlocal Agreement. This opinion is based on the following: 1. Kimley-Hom satisfied the requirements of our contract with the preliminary design showing the relocation of the 5,372 line feet of pipe; 2. The design of the new 30" water line is a direct benefit to the City of Dallas with a value that more than likely exceeds the requested $165,000. Please respond as soon as possible as to Dallas' position on this proposal so that we can ~nalize the Interlocal Agreement and move forward with this project in 1998. Kenneth M.~ri~,P.E. Determine new location of air/vacuum valve riser pipes and possible vaults around valves. Evaluate location, size, and impact of thrust blocking for relocation. Determine the type of trench backfill and method for placement and testing of same. Evaluate alternative locations for 24" waterline considering construction phasing, maintenance, and location of air/vacuum valves. Develop horizontal and vertical alignment of the proposed 24" waterline, thrust blocking, air and vacuum valves, isolation valve locations and conflicts with other utilities during construction. The limits of design and construction for the 24" waterline will be from McArthur Blvd. to approximately 50 feet west of Denton Tap Road. Determine the location of existing 8" and 16" waterlines within Sandy Lake Road. Evaluate impact of proposed improvements on existing lines and develop preliminary relocation plans if necessary. Determine location for new Fife hydrants per City requirements along Sandy Lake Road. Verify horizontal and vertical grades of new fire hydrants. Design geometry of median openings, left turn lanes, and driveways. Consider grades on intersecting driveways and streets to provide acceptable transitions adjacent to and across Sandy Lake Road. Design traffic signaliTation layout including locations of controller cabinets and mast arms and poles for I-Ieartz Drive and Moore Road. Conduit crossings will be designed for future signalization at the intersections of Samuel Drive and Mockingbird Lane.
